About the Position:
The position performs project design and management and performs construction management for Region 1. The Professional Engineer I provides construction and maintenance support developing and certifying that hydraulic plans and specifications for transportation projects meet or exceed professional state and federal standards by applying hydraulic engineering theories principles practices and judgment in project design. This position performs design calculations and analysis and provide supporting documentation for draining water through around and over CDOT transportation infrastructure. The PE I will document compliance with water related regulations review and comment on drainage designs with other agencies and consultants in collaboration with the HQ Hydraulics Program support the preparation of floodplain compliance documents to satisfy local state and federal regulations review the adequacy of drainage designs of others and prepare comments to private and public entities and support Project Engineers and Resident Engineers in Region 1 with technical assistance in preparing analyses and designs on roadway design rehabilitation and repair projects.

Major duties and responsibilities include but are not limited to:

Review Drainage Plans Specifications and Reports by Others:


Hydrologic Analysis and Hydraulic Design:
  • Apply current engineering hydraulic principles theories design specifications applicable design standards and engineering expertise to develop safe efficient and economical hydraulic designs.
  • Analyze roadway and bridge geometry river modeling and structure opening recommendations and floodplain mapping.
  • Propose and implement design alternatives or concepts and make recommendations based on professional engineering judgment.
  • Give guidance to size and type of pipes used for a given application under a set timeline.
  • Prepare/oversee the preparation of design drawings using ORD.
  • Utilize the professional engineering license to stamp and approve designs for assigned projects and use various hydraulic related software packages (HY-8 HEC-RAS WMS etc.).
  • Provide hydraulic engineering support when water quality and drainage is an issue for environmental concerns on CDOT transportation projects.
  • Write floodplain drainage assessments for inclusion into required environmental documents like environmental impact statements and assessments.
  • Provide hydraulic engineering support when permanent water quality is an issue for environmental concerns on CDOT transportation projects.

Field Inspection and Maintenance Consultation:
  • Perform field visits for project scoping site inspection and investigation related to drainage maintenance problems.
  • Inspect structures in the field for the purposes of appraising structures resolving design construction or maintenance issues.
  • Utilize knowledge and understanding of site topography material degradation and overall structural behavior.
  • Be available to quickly identify the source and/or contributing factors of drainage related issues identify effective solutions and prepare engineering guidance to aid in correcting the problem.
Committees/Meetings Reviews Request for Information Reporting:
  • Drainage Advisory Committee (DAC)
  • Mile High Flood District - Outfall Systems Planning reviews and meetings to discuss potential impacts to CDOT right-of-way.
  • Requests for information Colorado Open Records Act (CORA) Subsurface Utility Engineering (SUE) as-built construction plans and drainage reports.
  • Reporting Colorado Stormwater Detention and Infiltration Facility Reporting
  • Balance training/committee needs with ongoing primary job duties to ensure projects do not fall behind schedule.

Work Environment:
  • Primarily 8:00 am 5:00 pm work hours Monday-Friday potential for flex time
  • Opportunity to work from home up to 2 days a week starting from 6 months after hire.
  • Approximately 20% spent in the field 80% spent in the office
  • Daytime travel during business hours to project sites to attend meetings conduct preliminary engineering investigations.
  • Occasional evening/night and weekend work depending on construction projects.
  • May be required to work on call during road closures as needed.
  • Overnight travel to projects throughout the Region as well as to meetings in other parts of the state: approximately 5%
  • Required to work in proximity to heavy traffic in variable weather and over variable terrain
  • Exposure to hot cold wet humid or windy conditions caused by the weather.
  • Contact with water or other liquids; or exposure to nonweather-related humid conditions.
  • Required to operate CDOT vehicles

  • Current valid licensure as a Professional Engineer from another U.S. states Board of Licensure. If meeting qualifications with an out-of-state PE license it would be a condition of employment to obtain your Colorado PE license within six months of hire.

Preferred Qualifications
Theexceptional applicantbe a licensed Professional Engineer withproven ability or accomplishment in the following:
  • Demonstrated success with the duties listed in the Description of the Job section;
  • Years of State service experience related to the duties of this position;
  • Has a BS or MS in Civil Engineering.
  • Has stamped plans and specifications as Engineer of Record;
  • Has served as the Engineer in responsible charge for a transportation construction;
  • Civil engineering construction and design knowledge and experience including current working knowledge of civil engineering processes theories laws principles conceptual models and best practices especially for transportation related projects;
  • Knowledge and experience with the CDOT Drainage Design Manual.
  • Experience with project budgets and providing accurate documentation;
  • Experience evaluating proposed designs;
  • Strong attention to technical detail and accuracy;
  • Strong analytical reasoning problem solving and decision making ability;
  • Excellent planning organizational time and project management skills and experience;
  • Excellent facilitation presentation and communication skills both written and oral;
  • Proven ability to collaborate and build relationships;
  • Ability to partner with professionals consultants vendors stakeholders and staff with sensitivity to their needs and priorities;
  • Experience negotiating with individuals or groups to find mutually acceptable solutions; experience building consensus for acceptance of a document or solution to an issue;
  • Flexibility/adaptability in response to changing conditions or unexpected obstacles;
  • Ability to work effectively in independent and team situations;
  • Passion for safety;
  • Fluency in Microsoft Office Suite (Word Excel Access) Google applications and Gmail familiarity with SAP Bentley ORD and the ability to quickly learn other software systems.
