Job Description

The New York City Department of Transportation Grants & Fiscal Management division is seeking a Community Coordinator who can help bridge the gap between divisional stakeholder communication project administration and financial compliance for government-funded transportation projects in the Grants Reimbursement Compliance & CGMS (GRC) unit. Under direct supervision the candidate will serve as a Grant Reimbursement Analyst performing the following duties:
-Reviewing various types of financial documentations such as invoices vouchers FMS/EFT Disbursement Query and Disbursement Detail Query timekeeping records daily work assignment sheets various CHRMS/PMS reports FIN forms required to prepare claims for reimbursements by the New York State Department of Transportation (NYSDOT)
-Reviewing and analyzing grant funded Personnel Services (PS) and Other than Personnel Services costs related to claims reimbursement requests
-Preparing and processing federal and state claims for reimbursements to be submitted to the NYS Department of Transportation (NYSDOT) Region 11 for grant-funded costs incurred in the DOTs Budget (Capital and Expense) funded with but not limited to federal and state financial assistance programs
-Assisting the unit management with interpreting and addressing issues related to the Federal and State Single Audit requirements including other governmental audits
-Performing daily and monthly tracking of various cost allocation reports activities or other adjustments to ensure that all expenses incurred in DOTs Budget are accounted for and claimed accurately in accordance with state and federal reimbursement regulations.
Establishing and maintaining proper project/reimbursement claims recordkeeping for internal and external references
-Liaison with DOT project managers in various divisions other agencies and NYSDOT to ensure compliance with rules and regulations associated with the different funding sources to avoid ineligible expenditures
-Conducting analysis and running reports related to FMS FMIS and other citywide state or federal applications
-Performing related tasks as assigned by the Unit.

Qualifications :
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
