HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10-year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multi-pronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.
Your Team:
The Office of Enforcement and Neighborhood Services (OENS) leads the agencys effort to work closely with other HPD divisions and outside community partners to identify buildings in distress assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement Housing Litigation Division Emergency Operations and Enhanced Enforcement and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.
The Office of Enforcement and Neighborhood Services is composed of six divisions: Data Management & Technology (DMT) Division of Neighborhood Preservation (DNP) Administration & Internal Compliance (AIC) Housing Litigation Division (HLD) Division of Code Enforcement (DCE) and Emergency Operations and Enhanced Enforcement Division (EOD).
Your Impact:
OENS is seeking an RRU Researcher/Community Coordinator to research and review owner-submitted documents and agency records in relation to Inquiries and Protests filed with RRU. The Researcher will also draft determinations letters based on accurate research ensuring the agencys decision is well reasoned and verified with supporting documentation.
Your Role:
Under the supervision of the Director of the Field Audit Review (FAR) Unit and the RRU Supervisor within the Division of Administration and Internal Compliance (AIC) in the Office of Enforcement and Neighborhood Services the selected candidates responsibilities will include but not be limited to the following:
Your Responsibilities:
-Conduct research and review documents related to owner inquiries and protests of emergency repair and inspection fee charges;
-Review field inspection reports Emergency repair records and other agency documents to ensure requirements and procedures were followed with respect to emergency repairs performed;
-Draft recommendations to either deny or grant protests of liens placed on properties for which repairs have been performed and prepare supporting documentation for the supervisors review and final approval;
-Respond to inquiries from the public and other city agencies as they relate to charges and fees imposed by the Agency;
-Interact with various divisions within HPD as well as the Department of Finance as needed;
-Enter information into the units database to track inquiries made by property owners and management agents;
-Prepares and updates various tracking and summary reports and complete data entry assignment for the review of the RRU Supervisor;
-Maintain assigned files in an organized manner scanning documents into the agency database and the units shared drive to accurately reflect the documents that were relied upon to make the protest determination;
-Make recommendations for process and efficiency improvements to the RRU Supervisor; and
-Assist RRU Supervisor in coordinating special projects including but not limited to archiving completed protest files.
Preferred skills:
-Excellent analytical ability as well as research and organization skills.
-Ability to multi-task manage competing priorities and meet tight deadlines.
-Strong interpersonal skills which allow for effective direct communications with HPD officials agency staff and external parties.
-Excellent customer service skills.
-Bilingual a plus.
-Ability to work as part of a team by following directions and taking instruction;
-Proficiency in MS Office.

Qualifications :
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
