DESCRIPTION OF SERVICES

Texas Health and Human Services Commissionrequires the services of2 Business Analyst 3 hereafter referred to as Candidate(s) who meets the general qualifications ofBusiness Analyst 3 Applications/Software Developmentand the specifications outlined in this document for theTexas Health and Human Services Commission.

Level Description

8 or more years of experience relies on experience and judgment to plan and accomplish goals independently performs a variety of complicated tasks a wide degree of creativity and latitude is expected. Min 5 years of experience served as a liaison between the Business community and Customer IT Teams (i.e. Architecture Project Delivery Application Sustain etc.). Strong experience as a Data Analyst in analyzing raw data and as a Business Analyst in requirements gathering understanding technology and any project management experience with PMP are a huge plus.

Job Description

Reviews analyzes and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping and reengineering. Prepares solution options risk identification and financial analyses such as cost/benefit ROI buy/build etc. Writes detailed description of user needs program functions and steps required to develop or modify computer programs.

These positions will perform highly advanced (senior-level) business analysis work for the Special Supplemental Nutrition Program for Women Infants and Children (WIC).Work involves analyzing system requirements and project deliverables for the Texas Management Information System (MIS) transition to WIC Electronic Benefit Transfer (EBT) system and making recommendations for strategic system under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Troubleshoots and consults on system problems and develops workable solutions.

Develops training curricula and conducts formal training sessions covering assigned system modules.

Designs develops coordinates and conducts test cases for User Acceptance Testing (UAT).

Reviews technical instructions to system users and provides feedback to business leads.

Reviews completed requirements complex project deliverables design document plans and provides comments to vendor application partners.

Reviews and analyzes system dual participation records.

TERMS OF SERVICE

Services are expected to start09/01/2025and are expected to complete by08/31/2026. Total estimated hours per Candidate shall not exceed1001hours. This service may be amended renewed and/or extended providing both parties agree to do so in writing.

WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through theTexas Health and Human Services Commission. Normal business hours are Monday through Friday from8:00 AM to 5:00 PM excluding State holidays when the agency is closed.

The primary work location(s) will be at4616 W. Howard Lane Building 2 Suite 275 Austin TX 78728. The working position isTelework. Any and all travel per diem parking and/or living expenses shall be at the Candidates and/or Vendors expense.Texas Health and Human Services Commissionwill provide pre-approved written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends evenings and holidays as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved throughTexas Health and Human Services Commission.
