Job Summary:
The Strategic Commissioning and Systems Development Lead plays a pivotal role in advancing integrated commissioning across health and social care systems.
This post leads the strategic commissioning and system transformation work across adults and/or children s services in collaboration with NHS and local authority partners.
The role drives improvements in service quality efficiency and outcomes for residents through a co-productive partnership-based approach.
Key Duties/Accountabilities (Sample):
Lead the development and implementation of integrated commissioning strategies across health and care systems ensuring alignment with national legislation and local priorities.
Manage up to 6 staff members providing leadership to deliver on high-value commissioning projects and transformational programmes.
Take strategic responsibility for key commissioning portfolios such as mental health ageing well early help SEND or social care.
Design and deliver outcome-focused service models in partnership with providers residents and stakeholders.
Facilitate and co-produce service design and transformation with residents carers and professionals.
Oversee contract performance service quality and ensure value for money across commissioned services.
Use strategic insight local data and system intelligence to shape services and forecast demand.
Lead or contribute to procurement processes business case development and service redesign initiatives.
Work collaboratively with operational teams provider markets and communities to improve access inclusion and impact.
Skills/Experience:
Strong understanding of commissioning service transformation and systems development within health and/or social care settings.
Sound knowledge of legislation such as the Care Act 2014 Health and Care Act 2022 and Children Act 1989.
Experience of managing teams and delivering strategic projects across organisational boundaries.
Ability to lead co-production and stakeholder engagement effectively.
Proven ability to interpret data develop outcome-focused plans and assess service impact.
Excellent interpersonal influencing and negotiation skills with an ability to work collaboratively across systems.
Experience of budget management market shaping and quality improvement in a commissioning context.

Degree-level education or equivalent professional qualification/experience.
Hybrid working - 3 days in the office 2 WFH.
