THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF CHILD PROTECTIVE SPECIALIST SUPERVISOR.
The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice ACS oversees detention placement and programs for youth in the community.
ACS Nicholas Scoppetta Childrens Center (NSCC) is a 24-hour shift-based operation providing services for New York Citys highly vulnerable population of abused and/or neglected children who have been removed from their parents/caregivers. On average the Childrens Center serves approximately 2500 unique children entering or re-entering the foster care system as they await transition to return home stay with kin or placement in longer-term foster care settings. The Social Service Intake Unit is responsible for the intake process of children entering NSCC Pre-Placement Services (PPS). The Intake Unit will collect and enter medical and placement information into the PPS databases notify placement staff of childs medical status escort children to school hospitals medical appointments and other off-site activities.
The NSCC Social Service Intake Unit is seeking a Family Visiting Specialist Supervisor (FVSS) who will oversee and support a unit of Child Protective Specialists (CPS) responsible for ensuring children residing at the NSCC experience a smooth transition from removal to placement as well as continue to have safe visits with their siblings and family members. The FVSS will support their staff in assessing the needs and safety of all children and youth residing in the NSCC.
The duties and responsibilities of the Family Visiting Specialist Supervisor will include but are not limited to:
- Responsible for supervising a team of Community Associate/ Engagement Specialists (Greeter) staff who are responsible for orientating and transitioning children and families upon entry and exiting the Childrens Center.
- Provide oversight of inventory and processing of childrens property upon entering and departing the Childrens Center and upon administrative request.
- Ensure adequate coverage of the unit and initiate contact with foster care agencies concerning children who walk-in to PPS requesting a replacement.
- In the absence of a CPSSII assign and schedule staff to supervise and facilitate court-ordered family and sibling visits onsite at the Childrens Center.
- Ensure that CPS staff supervise visitations and assess the safety and risk of the child(ren) and families.
- Conduct clearances and assignments for intake staff.
- Oversee case processing to guarantee compliance with all state and local childcare guidelines and regulations.
- Conduct intake assessments of children as they arrive at the Childrens Center.
- Coordinate family visitation plans with caregivers.
- Review and maintain case records administrative forms and controls.
- Ensure notifications of youth hospitalization arrest or AWOC is shared with parents FCLS DCP/Case Planner and the National Center for Missing/Exploited Children (NCMEC) is completed.

Qualifications :
1. A baccalaureate degree from an accredited college or university including or supplemented by 24 semester credits in one or a combination of the following fields: social work psychology sociology human services criminal justice education (including early childhood) nursing or cultural anthropology at least 12 of which must have been in one of these disciplines; 30 semester credits toward a Masters of Social Work degree or toward a graduate degree in a related field; plus eighteen months of child protective casework experience.
