Residential Maintenance Technician

Disclaimer: The Housing Authority of Paducah (Authority) will utilize Force Account Labor (FAL) on a termed* basis to carry out physical work funded by Capital Funds. Force Account Labor will be used until the Authority is able to reduce and maintainvacancy rates below 10% and restore/modernize designated units. The Authority will employ qualified individuals pursuant to its personnel policies to perform work rather than procuring a contractor to perform these physical work activities.
*This is a full-time term position for an unspecified period contingent on the time required to reduce vacancy rates below 10% and to restore/modernize all designated units. The Authority is an At-Will employer. An employee may resign at any time for any reason and the HAP may terminate the employment of any employee at any time for any reason provided the reason is not prohibited by law

Salary & Compensation: $17.85/hr. & $8.00 in Fringe Benefits Non-Exempt (hourly) & Paid bi-weekly

FAL POSITION SUMMARY:
The purpose of this position is to assist with the restoration and modernization of vacant and designated units of the Housing Authority of Paducah (Authority). The incumbent(s) shall perform all functions and responsibilities required to restore and modernize units such as: residential unit/building repairs and replacements declutter & clean doors & windows Sheet rock dry wall & finish texture & paint floor tile repairs sink/bath fixtures basic plumbing carpentry HVAC electrical appliance installations and all other general labor. The incumbent(s) are subject to hazardous and adverse work conditions frequent physical exertion and lifting of objects weighing 50 lbs. or following statements contain the primary functions and responsibilities for the position of a FAL- Residential Restoration Technician; and the level of competencies knowledge skills and abilities typically required. ESSENTIAL DUTIES & RESPOSIBILITIES
- Practice safety standards precautions and always maintain safety awareness.
- Adhere to and practice all personnel administrative and maintenance relatedpolicies and procedures as directed by the Housing Authority of PaducahDepartment of Housing and Urban Development (HUD) and 24 CFR 968.120 &950.612)
- Properly wear personnel protective equipment as applicable before engaging inany assignments. Seek clarification when unsure of a task or unfamiliar withtools chemicals or equipment.
- Practice safe driving and maintain a valid drivers license.
- Maintain a clean and presentable work vehicle by performing regular checks and inspections and keeping the vehicle free of trash clutter etc.
- Notify management of any needed repairs safety issues or complaints.
- Safely use chemical solutions to strip and wax floors; clean scrub and disinfectappliances (refrigerators stove/ovens etc.; remove debris and bulk item fromvacant units.
- Check assess and mitigate the unfavorable conditions of furnaces and furnacerooms and make repairs as needed for satisfactory condition.
- Diligently obtain use and or track materials supplies and equipment neededfrom authorized inventory controls.
- Properly use a wide range of hand tools and equipment such as drills hammerspliers electrical testers hand and power saws cutters plungers threaderswire brushes etc. as directed by manufacturers.
- Write concise legible and detailed notes regarding work completed and unit status.
- Complete assignments efficiently and in a timely manner.
- Participate in ongoing training coaching and development.

EDUCATION & EXPERIENCE
To be suitable for this position the following education and or/experience is required:
- High School Diploma or equivalent (G.E.D.).
- Two years of facilities maintenance construction or repair experience in a residential or commercial setting.
- Maintenance certifications are preferred. (HVAC Plumbing Electrical etc.)
TRAINING & CERTIFICATION
This position typically requires the following training certifications and licensures:
- Valid operators license
- HVAC Plumbing and Electrical training
- Uniform Physical Conditions Standards (UPCS) training
- Other applicable training as assigned
PHYSICAL REQUIREMENTS
- Must be able to perform work both indoors outdoors withstand physical exertion from bending stooping standing walking on rough terrain and be subject to deplorable housing conditions.
- Must be able to move through units cramped spaces stairwells etc. to diagnose building issues and/or perform maintenance to restore or modernize dwellings.
- Must be physically able to perform repairs when needed.
- Must be able to lift 50 lbs. or more with proper PPE and lifting techniques.
WORK ENVIRONMENT
- Work includes moderate risks and discomforts which are common to maintenance and construction workers and may require special safety precautions and the use of personal protective clothing or gear.
- Workplace hazards include physical elements- mechanical movement electrical heat/cold noise; chemical- dust fumes toxic etc.; biological pathogenic bacteria viruses parasites and molds and psychosocial- work related stress time pressures (deadlines).
OTHER
- This position normally requires general supervision from another person holds a designated management position i.e. Senior Maintenance or Director.
- The incumbent carries out work assignments after being provided with a work/repair order and incorporates standard methods and techniques.
- Supervisor spot checks work while in progress and upon completion for acceptability.
