Executive Search Chief Executive Officer Van Nuys

Position Overview

Sterling Search Inc. has been exclusively retained to recruit for the new Chief Executive Officer for Partners for Potential (PFP).

Partners for Potential was originally established by leaders from local Southeast Asian communities to provide services that would improve the self-sufficiency and economic independence of refugee populations living in Los Angeles and Orange Counties. As the needs of persons with disabilities within these refugee communities increased and it became evident that there were little to no multilingual programs available at the time the organization shifted focus to serve persons with developmental disabilities who needed service in their own language. Over time services expanded beyond the Southeast Asian communities and now serve adults with disabilities from many different cultural backgrounds.

For more than 40 years PFP has grown from an all-volunteer organization to a staff of more than 70 dedicated employees who share the same unique cultures and languages as those served. The team are devoted to providing training education and general assistance to multicultural adults with developmental disabilities with a 1:3 staffing ratio. Programs are open to individuals 18 and over with intellectual challenges autism cerebral palsy and seizure disorders. Participant success is defined by their ability to develop the skills knowledge and attitudes to lead a more productive and meaningful life through community-based activities training and transportation in the natural environments of their own communities. Services are offered throughout Los Angeles and Orange Counties and serve more than 200 individuals annually in more than than 10 different languages. PFP is proud of their diversity equity and inclusion work which embraces people from many different cultures and with different abilities. The board and staff have made a deep commitment to empower clients to thrive in programs that are meaningful speak to their own individual areas of growth and marry their need with cultural sensitivies.

Mission: To support adults with developmental disabilities to reach their full
potential.

Goal Statement: We assist adults with developmental disabilities to live and work more independently to improve the potential for meaningful paid or volunteer employment to fully access community resources and to develop self-advocacy and daily life skills thus reducing barriers to independence.

Website: current Chief Executive Officer is retiring and as with any leadership departure it provides the Board of Directors an opportunity to re-assess the organization. Although PFP has created impactful services and a staff who are devoted to their clients there is more that can be done especially in the areas of strategic planning organizational development staff development funder relationship building and revenue diversification. Areas of focus for the upcoming year include aligning and stabilizing reimbursement rates and defining the strategic direction as a result of the organization being reclassified with other Day and Social/Recreational Programs. In light of this PFP will need to enhance their niche for visibility.

PFP has a well-tenured senior leadership team governed by a very passionate and dedicated all-volunteer Board of Directors who represent the business community. It has consistently demonstrated strong fiscal responsibility enabling the organization to set aside funds each year and steadily strengthen its balance sheet. PFP also believes that its unwavering dedication to the mission commitment to life/work balance and focus on providing a high-quality work environment have all contributed to a turnover rate significantly lower than industry benchmarks.

This individual must possess intellectual horsepower and be naturally persuasive and fair and value accountability for themselves and others. The new Chief Executive Officer will lead based on the core ethics of collaboration self-improvement and the drive for excellence ensuring that the best services are being delivered to its clients.

This is a phenomenal opportunity to lead and grow an organization with annual revenue of $4.6 million that has strong financials and a history of providing exceptional services.

Position Description

Statement of Purpose

Under the direction of the Board of Directors the Chief Executive Officer directs the planning development implementation and administration of its services and ensures organizational compliance with local County State and Federal laws as it relates to funders contracts as well as personnel and employment related laws and regulations. Responsible for the development implementation and results of services affecting the safety of its clients and has the responsibility to oversee support and coordinate projects of committees and sub-committees.

Specific Duties and Responsibilities

Leadership:

  • Works closely with the Board of Directors establishing a shared vision for the future of the organization and develops appropriate goals and strategies to advance the mission and growth of PFP.
  • Leads a collaborative process with the Board of Directors and its committees executing decisions effectively and ensuring that the Board of Directors and its committees are informed of critical developments in a timely and effective manner.
  • Inspires through best practices goals and rewards systems that all decisions are based upon a client first and safety values system.
  • Guides the increased awareness and impact of the organization clearly articulating its mission vision services and strategic direction.
  • Models respectful collaborative and empowering interactions with individuals with disabilities serviced by the organization.

Administration and Operations:

  • With the Board Chair coordinates the efforts and initiatives of: PFPs Board Committees and Task Forces Board meeting agendas Board retreats; recruits diverse talented and experienced new Board members; encourages and plans Board members involvement in a range of the organizations activities including in development of the strategic plan fundraising financial oversight services review etc.
  • Develops and recommends policies and procedures as requested by the Board of Directors implements approved Board policies services goals and objectives and works collaboratively to enable the Board its committees and individual board members fulfill their governance functions.
  • Directs day to day operations and oversees the administration coordination and implementation of organizational policies procedures strategic planning and services.
  • Oversees facilities management and safety.
  • Executes all other reasonable duties as assigned by the Board of Directors.

External Affairs/Public Relations/Funding:

  • Represents the organizations interests at the local and city levels for the clients it serves.
  • Engages with the developmentally disabled community and advocacy groups to assess community needs evaluating partnership opportunities to promote services uniquely suited to the mission.
  • Builds and stewards successful relationships with the Regional Center and other funding agencies.

Program Management:

  • Leads develops and mentors the Program Director in the achievement of service deliverables & outcomes as well as each services fiscal outcomes.
  • Oversees the Program Director to develop each services annual budget for submission and approval.
  • Develops processes and continuous quality improvement systems with the Program Director to monitor the organizations service outcomes and adjust as necessary.

Human Resources:

  • Acts as the chief human resources professional. Manages and implements an effective performance management system for all employees which will include setting objectives and evaluation on an annual basis.
  • Oversees supervision and management of departments divisions and appointed employees ensuring that staff competencies are scaled to the needs of the organization and its clients.
  • Develops staff recognition programs and engenders a collaborative environment which encourages staff opportunities for growth within the organization.
  • Define and execute the strategy of effectively mobilizing volunteers in support of the organization.

Financial and Risk Management:

  • Oversees billing and risk management for the organization.
  • Oversees the preparation of the annual budget for the Board of Directors financial management allocation and expenditure controls for the operations of the organization.
  • Oversees the development implementation and evaluation of objectives policies/procedures and operations for all assigned fiscal service areas to ensure maximum revenue reimbursement and funder compliance.
  • Directs the management of information technology functions including systems applications and development database administration and financial systems.
  • Provides for proper compliance and risk management ensuring strict contract compliance with funder requirements.

We are seeking candidates offering the following qualifications:

  • Have a passion for self-determination and empowering people with disabilities. Have a well-developed progressive philosophy of disability and service provision built upon a strong personal or professional connection with the disabled community.
  • Bachelors degree.
  • A minimum of 7 to 10 years of senior management experience with increasing levels of responsibility and management of staff preferably with direct stewardship of Boards of Directors.
  • Proven track record of management success with comparable P&L planning and operations responsibilities.
  • A strong interpersonal and communication skill set and demonstrated ability to work effectively with and gain the respect and support of varied and changing constituencies including clients and their families staff Board members potential donors volunteers community leaders and others.
  • Preference for a knowledge of the Regional Center service system and related state and federal regulations
  • Exceptional financial organizational technology and administrative skills.
  • The ability to plan set goals and objectives organize and follow through.
  • A team builder with a track record of effective staff management including hiring rewarding and retaining talented managers and administrative staff members.
  • Ability to juggle many responsibilities at once and to operate both independently and with the flexibility to be part of a team.
  • Computer literate: Knowledge of Word and Excel and ability to learn software.

Compensation:

  • Salary range of $150000 to $180000 with a competitive benefits package will be offered to attract an outstanding candidate
