Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Electrification SDP office is hiring a Vice President Electrification. This strategic role reports to the Executive Vice President responsible for all rail systems. The Vice President will lead the full lifecycle of program and project deliveryplanning design procurement construction testing and integrationacross a multibillion-dollar portfolio.

This is a high-profile leadership position with significant responsibility for managing delivery within a brownfield operational railway complex system integration and stakeholder engagement in a regulated public sector environment.

What will I be doing
  • Lead the strategic and operational delivery of a $2B rail electrification program ensuring all scope budget and schedule targets are met.
  • Oversee all phases of electrification delivery from initial planning and design to commissioning and operational handoveracross multiple corridors.
  • Drive performance across multiple parallel workstreams (e.g. civil electrical systems) and manage a matrixed team of internal and external partners.
  • Ensure seamless integration across disparate systems including overhead catenary systems (OCS) traction power substations and SCADA control systems.
  • Deliver infrastructure within a live operational railway ensuring minimal disruption to ongoing service.
  • Address safety constructability and access challenges unique to working in an active rail corridor.
  • Serve as the executive point of contact for external stakeholders (Utilities and grid suppliers Adjacent railways (e.g. CN CPKC) Municipal and provincial authorities Consultants and contractors Community and public interest groups).
  • Represent the electrification program at executive leadership forums board-level reviews and government briefings.
  • Senior leader responsible for resourcing and leading large-scale electrification infrastructure projects from initial conception and procurement through commissioning and transfer to Operations within scope on budget and on schedule in accordance with good project management and construction practices.
  • Provide project management hands-on oversight and approvals to ensure execution of projects and the associated day-to-day operational systems on time on budget and to mandated standards (safety and quality).
  • Plan direct and monitor all aspects of assigned projects including project financial accountability contract and schedule management contractor adherence to reference designs and performance specifications and support for program communications and intergovernmental relations during all stages of the project.
  • Develop and nurture strong working relationships with partners and stakeholders; negotiates cross-divisionally and externally extending influence to ensure contracts are signed and progress is made on infrastructure vision and plans.
  • Work with Directors Managers and external Contractors to establish a comprehensive plan to manage complex construction projects program design and implementation issues.
  • Establish benchmarks goals and objectives that reflect corporate direction and strategy including establishing appropriate metrics (Key Performance Indicators) monitoring systems and appropriate reporting functionalities.
  • Responsible for financial accountability of all projects; delivery of projects and functions within budget parameters; explains off-plan overages and exceptions through Cost and Schedule Performance Indices (CPI and SPI).
What Skills and Qualifications Do I Need
  • University graduate or advanced degree in electrical engineering or a related discipline or a combination of education training and experience deemed equivalent; a masters or other graduate degree is deemed an asset.
  • Minimum 15 or more years of progressive experience in capital project management and implementation including at least five years leading a system engineering discipline in a large multiyear transit project.
  • Project Management Professional (PMP) accreditation an asset.
  • Registration as a professional engineer () in the province of Ontario is deemed an asset.
  • In-depth knowledge of AC rail electrification systems specifically 25kV systems common to heavy commuter rail.
  • Demonstrated experience with the full lifecycle of electrification infrastructure including Overhead Catenary Systems (OCS) Traction power substations and feeder systems SCADA and Protection and Control Systems.
  • Experience with engineering design reviews technical approvals and interfacing with rolling stock.
  • Proven success delivering infrastructure in operational rail corridors where construction must coexist with active service.
  • Familiarity with brownfield-specific risks including service continuity and operational safety staged implementation and phased commissioning asset protection and access coordination.
  • Strong capability in managing large multi-year multi-billion-dollar infrastructure programs preferably within the public sector.
  • Demonstrated ability to lead multi-stakeholder coordination across complex ecosystems (Government and regulatory bodies Adjacent railways and utility providers municipal agencies and community representatives Contractors consultants and technical advisors).
  • Significant experience leading large multidisciplinary teams.
  • Knowledgeable in the development of performance metrics.
  • Knowledge of legal and regulatory requirements governing passenger rail services.
  • Demonstrated experience in applying railway-specific standards related to Railway Reliability Availability Maintainability and Safety with regards to new and modified assets.
