The Office of Public Health (OPH) Obligations and Federal Requirements (OFR) Section is established to ensure agency-wide transparency executive oversight holistic management and a system of checks and balances with the following: Federal Sub recipient Monitoring Requirements and Compliance; Audits and Audit Responses; Contracts; Procurement; Grants Management; and Leases Space Management. The Section is a Preventive Services Program performing activities needed to avoid the detrimental effects of non-compliance and audit findings on OPHs clinical services performed state-wide at Parish Health Units Specialty Clinics all other locations and with other entities.
This position with the Office of Public Health (OPH) is responsible for supporting the unit with oversight and direction as it relates to contracts leases and purchases. This position provides executive management and guidance to large programs such as Women Infants and Children (WIC) program Maternal Child Health (MCH) program and STD/HIV program. The position performs specialized work regarding OPH Contracts Cooperative Endeavors Memorandum of Understanding (MOU) and Requests for Proposals (RFP). This requires a comprehensive understanding and experience with PROACT LaGOV and R-CAPS. Work is performed with a high degree of self-motivation independence and self-initiative. Limited direction and overview are received from the supervisor.
The Office of Public Health (OPH) has a complex budget structure and operates over 50 extensive programs utilizing staff in 63 parish health units 3 specialty clinics nine regional offices three centers 15 bureaus and manages approximately 600 contractual agreements. There are more than 100 Expenditure Organizations utilizing multi source funding. The agency has an annual budget of approximately $400M and 1202 appropriated 1.0. that provide a variety of personal health care services environmental health services and vital records statistical services.
