Job Description

We are seeking a dynamic and strategic leader for the role of Corporate Access and Privacy Manager. In this critical position you will lead the corporate program responsible for upholding the democratic rights of freedom of information and protection of privacy. You will oversee two key areas: access and privacy each requiring a substantial strategic focus due to significant corporate implications and constant scrutiny from the public Executive Leadership Team Council and media.

This role operates within a legislated environment where resources priorities and expectations are subject to frequent change and all decisions are subject to review by the Office of the Information and Privacy Commissioner (OIPC). Additionally you will hold a special delegation in City governance authorizing decision-making related to access withholding and authorization of information. Success in this position requires balancing independent decision-making with maintaining positive working relationships across the City.

What will you do

  • Develop and implement policies and procedures to ensure corporate compliance with the Freedom of Information and Protection of Privacy (FOIP) Act and best practices
  • Identify instances of non-compliance within business areas and direct actions to achieve compliance
  • Oversee the successful operation of the privacy impact assessment process
  • Manage privacy breach and complaint investigations and responses in accordance with best practices and policy
  • Authorize the collection use and disclosure of personal information to third parties including other government bodies and organizations
  • Coordinate the Citys responses to all reviews and investigations initiated by the Office of the Information and Privacy Commissioner (OIPC)
  • Work with unit staff to review files develop responses to OIPC inquiries and correspond with the OIPC to clarify requirements
  • Maintain up-to-date knowledge of OIPC reviews and orders and redesign processes as needed based on OIPC rulings
  • Mediate and resolve challenges encountered by the Corporate Access and Privacy Office including explaining decisions to refuse access to information or directing the production of records
  • Provide leadership and management to the Corporate Access and Privacy unit including HR responsibilities team meetings and fostering a culture of respect for legislation
  • Serve as a subject-matter expert on corporate committees and provide strategic advice to senior leadership on access and privacy matters
  • Develop unit strategy contribute to branch strategic planning and monitor metrics for the Corporate Access and Privacy Program
