The Broward County Board of County Commissioners is seeking qualified candidates for Staff Engineer to support the Environmental Permitting Division.

General DescriptionWorks under general supervision independently developing work methods and sequences.
Minimum Education and Experience Requirements
Requires a Bachelors degree from an accredited college or university with major coursework in an engineering field related to the area of assignment.
Special Certifications and Licenses
Must possess and maintain a valid Florida Drivers License for duration of assignment.
Preferences
Masters Degree in civil engineering or related field.
PHD degree in separate but relevant discipline.
Engineer-in-Training (EIT) certification.
Professional Engineer (PE) license in the State of Florida.
OSHA Certification.
Erosion and Sedimentation Control Inspector Certification.
1 year experience in POSSE/Winchester.
1 year experience in State database system (FDEP PA).
1 year experience in design construction and operation of surface water management or wastewater facilities.
1 year employment experience in GIS.
1 year experience in surface water or wastewater modeling (ICPR Cascade SWMM)DUTIES AND RESPONSIBILITIES
This class works under general supervision independently developing work methods and sequences.
Reviews and processes Surface Water Management license and the Environmental Resource permit application packages for new projects and modifications to existing sites which include engineering construction plans surveys geotechnical reports calculations (required/provided water quality runoff stage/storage and discharge computations) surface water modeling reports and legal documentation against County and State codes rules and regulations. May review plans for compliance with County and Florida Department of Transportation (FDOT) standards and specifications.
Prepares technical review comments and requests additional information from engineers and property owners for revisions to calculations and plans; prepares technical reports with project specific information license conditions engineering data and calculation summaries. Communicates with State agencies SFWMD staff FDEP staff consultants project owners attorneys and the general public for the purpose of reviewing construction plans and specifications and the issuance of licenses/permits. Upon determination that the information is accurate enters into the Countys database and construction permits are thereafter issued.
Reviews and processes engineering construction certifications and surveyed (as-built) plans for compliance with County and State codes; performs site inspections for construction compliance and identify deficiencies in inspection reports; processes five-year renewals of surface water management licenses; performs research to respond to queries and complaints; issues appropriate warnings notices of violation and/or other enforcement actions as warranted against respondents with non-compliance issues and/or violations cited; participates in hearings concerning violations of federal state and local laws; and maintains enforcement case files.
Maintains POSSE/Winchester database as necessary. Attends coordination meetings with FDEP and SFWMD. Assists with implementation of ePermitting improvements. Assists with update of internal ArcGIS SWM map available to the public. Coordinate with Environmental Resource License (ERL) Program staff for issuance of licenses. Completes additional projects and/or respond to other Divisional needs as assigned.
Reviews and process 1) FDEP class V group 6 drainage well construction permit application sign offs; 2) license extensions exemptions and vacations; 3) planning and environmental review routings; 5) Minimum Finish Floor Elevation (FFE) determinations;
6) walk-in customers requesting assistance; and 7) pre-application and RAI meeting requests.
Stay abreast of current surface water management State and local regulations.
Participates in cross training to assist the Domestic Non-Domestic Wastewater and NPDES programs.
Performs related work as assigned.
