WFP is pursuing engagement with the Kingdom of Saudi Arabia (KSA) following discussion with humanitarian agency KSRelief focused on WFPs supply chain and logistics needs and capabilities.
The envisioned KSA platform is focused on the prepositioning of food commodities that WFP purchases for its operations and on demand for service provision. This is distinguished from the UNHRD hub model and will be used for strategic positioning for WFP operations where a clear geographical advantage (of using the Red Sea) exists. Given the geopolitical dynamics and this differentiation from the HRD model the platform will form part of the SCD HQ operational structure. This platform is similarly fully funded (capital investment and operational costs) by KSA and will be used strategically to unlock greater funding potential from KSrelief.
A dedicated Partnerships Advisor is required for a six-month period to undertake the groundwork to establish this partnership namely:
To establish and maintain the relationship with the various stakeholders in the KSA to facilitate the WFP operation in Yemen. To act as a Liaison between WFP Yemen and different actors in the KSA directly involved in facilitating logistics and other activities pertaining to Yemen.
The incumbent will have the following reporting lines:
1) Functional reporting to the Director Supply Chain and Delivery Division.
Advise the WFP SCD division and relevant business units on arising funding opportunities from other donors in KSA; Support the WFP SCD division with the design and implementation of joint advocacy campaigns through engagement with KSA media outlets and through the social media platforms working with relevant business units as required; In collaboration with KSRelief facilitate and promote WFPs engagement with the Government of the KSA private sector and individuals; Assist in establishing WFPs legal presence in the KSA. Lead the implementation of a work plan for the KSA engagement that will enable WFP SCD to identify develop and strengthen quality of the partnership in support of WFPs strategic objectives. Drive the positioning with partners on WFPs corporate value proposition in specific thematic areas and country/regional contexts using tailored content and language that speaks to individual partner audiences and align with on-going policy dialogue in national and global fora; Manage internally to support coherent partner engagement across the organization.
Provide regular quality and pertinent updates on the political developments and donor specific updates in KSA
to senior management.
Guide senior management and partnerships colleagues in partnering with KSA including strategic engagement opportunities evolvements of the peace process key updates on decision makers in the donor country. Establish and cultivate relationship with key stakeholders and decision makers in KSA in order to partner to position WFP as a strategic stakeholder and to raise more funds. Support corporate dialogue with partners proactively highlight strategic opportunities and issues to senior management and present recommendations on best course of action to nurture trust and interest in the work of WFP. Enable partnership growth by identifying opportunities to expand existing partnerships deepen collaboration and joint advocacy on common priorities and scoping new partners guided by assessments analysis and due diligence and ensure follow-up; Define and disseminate best practices in partnership development and collaboration and provide technical guidance to internal and external stakeholders in this regard. Perform any other related duty as required.
Weekly update to management on the political discussions (peace process and other internal and international important events) in KSA. Weekly update on the extra-partnerships tasks/achievement to senior management Regular meetings with key stakeholders to ensure the funding opportunities are confirmed urgently. Design a mapping of key decision makers in KSA and KS relief (with associated biographies) to define a strategy for engagement with the Kingdom. Identify and explore additional opportunities (on humanitarian and development funding) for the office to access further KSA funding from non-traditional funding streams.
