The City of Gainesville Public Works Department is seeking a talented professional to join our team of community builders in the role of City Engineer. This position is responsible professional engineering and administrative work directing the planning design and construction of civil engineering projects. This position plans organizes and directs engineering activities for the design and construction of engineering projects within the Citys right-of-way and provides oversight to the Engineering Survey Inspections/Permitting GIS Floodplain Management Community Rating System NPDES MS4 Street Lighting Development Review and Traffic Operations functions of the PW Department. This role involves advanced independent professional and technical engineering work in support of the Citys vision for 2035.Job Description:
SUMMARY
This is responsible professional engineering and administrative work directing the planning design and construction of civil engineering projects.
This single position allocated to this classification reports to a designated supervisor and works under general supervision. Work in this class is distinguished from higher classes by its lack of department-wide managerial responsibility and from lower classes by its professional skills and divisional managerial responsibility.

ESSENTIAL JOB FUNCTIONS
Plans organizes and directs all engineering activities for programs and projects for street and Stormwater management facilities.
Plans and coordinates projects involving design construction maintenance and repair of streets curbs sidewalk and Stormwater management facilities.
Supervises and reviews site plans cost estimates and contract documents for major public facilities projects. Directs preparation of plans specifications permitting and contacts for construction of streets parking lots storm sewers and administration of Flood Plain Ordinance.
Administers engineering for designs and specifications for major projects. Controls project planning contracting and construction. Secures bids and assigns contractors for major projects.
Formulates standard operating procedures. Prepares reports studies letters purchase requests ordinances and other written documents.
Coordinates engineering design maintenance and construction activities with state county and City departments and consulting engineers to ensure compliance with sound engineering practices and legislative codes.
Provides public information by making presentations and writing press releases on public works engineering design construction and maintenance programs and projects.
Assists with the preparation and implementation of annual budgets.
Recommends selection promotion discharge and other appropriate personnel actions.
Responds in and to emergency situations
Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
May act in absence of supervisor.
Participates in administering labor agreements.
Stays current with professional developments in the field of civil engineering design construction and maintenance through study and attendance of professional meetings.
May be responsible for enforcing the drug policy based on physical location and organizational structure.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Bachelors degree from an accredited college or university with major course work in civil engineering and eight (8) years of progressively responsible experience in the civil engineering field or any equivalent combination of education and experience and three (3) years of progressive supervisory experience leading other civil engineers.
A Masters degree from an accredited college or university with major course work in civil engineering project management or business field may substitute for one (1) year of the non-supervisory work experience.
Experience with CityWorks and Microsoft Outlook Suite is preferred though not required.
CERTIFICATIONS OR LICENSES
Licenses
Valid Florida Professional Engineer License required or ability to obtain within 6 months of appointment.
Valid Florida Driver License required within 30 days of appointment.

KNOWLEDGE SKILLS AND ABILITIES
Extensive knowledge of principles and practices of civil engineering with concentration on engineering design street and drainage facilities construction and maintenance.
Thorough knowledge of street design and geometrics as they relate to civil engineering.
Considerable knowledge of current development and literature in civil engineering.
Ability to plan assign direct and review work of professional and technical employees directly and through subordinate supervision.
Ability to negotiate and mediate construction and consulting contracts.
Ability to acquire skill for new technologies such as CityWorks.
Skilled in data driven decision making.
Ability to communicate effectively both orally and in writing as demonstrated by the ability to articulate complex information and issues clearly and concisely.
Ability to work with difficult situations and people and work in a team environment.
Ability to mentor engineers in training (EIT) working towards their licensure.
Strong interpersonal skills as demonstrated by the ability to interact collaboratively and productively and to establish and maintain effective working relationships with individuals of diverse backgrounds including elected and appointed government officials Charter Officers City employees representatives of other agencies and the general public.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
While performing the duties of this job the employee is often required to sit for prolonged periods of time.
May be required to work in an outdoor environment and may not be protected from weather conditions.
May be required to move around project / construction sites to inspect work. This may provide exposure to hazards conditions.
WORK ENVIRONMENT
May be required to work and attend meetings outside regular business hours.
Requires local travel to other general government or GRU locations within the Gainesville area.
Requires local travel to project sites and the ability to move around a construction site to inspect work.
May be required to work in varying climatic conditions.
