Project: Records Management System (RMS) Project
This position is for an Expert Project Manager to lead the ongoing critical NYSP RMS Project which will provide the ability for the State Police to consolidate multiple records management systems into a new single system already purchased Niche RMS. Allows the State Police to comply with the FBI mandate for Incident Based reporting (IBR). Niche RMS project is a high priority project of the NYSP and is monitored by DOB and ITS management.
Day-to-Day tasks:
Full-time Project Manager will be assigned soley to manage the NYS Records Management Project. Duties will include:
Assist with a highly complex project that includes law enforcement process improvement the Niche RMS COTS implementation and new mobile technology simultaneously.
Guide and facilitate operation initiatives to identify business processes that can achieve improved efficiencies with technology and with development implementation and maintenance of any such technology implemented.
Guide teams comprised NYSP (cross-functional) vendor and other state agency staff as necessary for completion of project tasks.
Maintain comprehensive project plans project roadmaps managing project tasks communicating project updates conducting SCRUM standup meetings and providing required status reports.
Mitigating and escalating issues including Executive level.
Guiding projects in an environment with dynamic business needs (from Intelligence to Forensics to Patrol to Administrative needs) generally impacting many users
Guiding project scope deliverables and expectations.
Guiding and facilitating business and technical discussions.
Preparing and delivering presentations including Executive briefings and technical presentations.
Performing in depth process and business analysis
Documenting functional and sometimes technical requirements.
Performing technical and/or business testing to support projects
Facilitating business prioritization of project requirements to assist in determining feasibility and necessity.
Actively participating in technical discussions.
Producing project documentation and deliverables using Microsoft Project Visio Excel Word and Power Point.
Mandatory Qualifications:
- Project Manager: Plans organizes and integrates cross-functional information technology projects that are significant in scope and impact.
- Expert: 84 months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
Requested Qualifications:
- 84 months of experience in Project Management of complex (High level of Project Manager involvement to balance multiple project teams) cross functional (Multiple New York State Police business units) and multi organization technology projects with a variety of key project stakeholders.
- 60 months managing application development COTS implementation Mobile applications web applications and technology infrastructure projects.
- 60 months of experience in analyzing and documenting business (functional) and system (technical) requirements.
- 36 months of experience database administrator web database developer business analyst systems analyst or other information systems technician working with a variety of technology resources.
- 36 months of experience in managing process improvement initiatives.
- 60 months of experience using Microsoft Project Microsoft Visio Microsoft Word Microsoft Excel Microsoft Power BI and Microsoft PowerPoint.
- 60 months Experience with Criminal Justice Information Security (CJIS) Secure System Development Life Cycle and Information Technology Security standards or Certified Information Systems Security Professional (CISSP) Certification.
- 60 months of experience utilizing formal project management methodologies such as PMIs PMBOK Waterfall and Agile methods and the NYS Project Management Guidebook.
- Project Management Professional (PMP) Certification
- Masters Degree in Business Administration or Computer Science related field of study. Required Experience:
