Under general direction manages and coordinates a financial program and has significant autonomy to formulate develop enforce and/or implement program policy (i.e. Child Care Children Services Early Intervention Early Education Home Visiting & additional Ohio Department of Children and Youth (DCY) Programs); develops grant programs and interagency agreements within the Division of Legal Contracts and Monitoring Division; develops grant program plans and performance measures for evaluation of the grant program(s); coordinates with and receives direction from Agreement Drafting Staff within the same Division regarding approval for contract and grant agreements grant program plans and contracts; works to facilitate agreement processing with all stakeholders; seeks out grant funding opportunities; participates in applying for federal grants that will support policy implementation; develops Request for Proposal (RFP) and Request for Grant Application (RFGA) documents and monitors status of process; develops program eligibility procedures; participates in allocation and fiscal process design for contract and grant agreements; makes determination regarding sub-recipient or contractor business relationship and required deliverables and budgets/cost proposals; assists with completing single- sole source documentation; monitors grantees and providers to ensure proper evaluation periods and measurements are completed; participates in monitoring reviews to evaluate fiscal and program compliance and evaluates the need for interventions. Designs and utilizes tracking systems to assure cost effective and efficient use of federal and state funding; provides change request processing as needed; assists Local Departments of Developmental Disabilities Departments of Health Public Children Services Agencies (PCSAs) and County Departments of Job and Family Services (CDJFS) contractors and sub-grantees in understanding programmatic and financial responsibilities related to grant programs and grant agreements; performs process of closing out grant programs and agreements when completed; provides verbal and/or written technical assistance and training to internal and external stakeholders regarding grant programs and agreements; develops and submits reports to federal state local and public partners as requested. Performs other related duties as assigned (e.g. utilizes personal computer to develop correspondence reports and other documents; travels to attend meetings and/or training; participates in staff meetings; maintains logs records and files). Travel required as needed. Must provide own transportation or; in order to operate a state vehicle you must have a valid drivers license.

-Or completion of undergraduate core program in public or business administration accounting finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.

-Or completion of graduate core program in public or business administration accounting finance or related field; 18 mos. exp. or 18 mos. trg. in financial administration.

-Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.

Unless required by legislation or union contract starting salary will be the minimum salary of the salary range 14 (step 1 currently $37.53 per hour) associated with this position.

All answers to the supplemental questions must be supported by the experience provided on your civil service application. Attachments will not be considered as part of your application.

DCYs core hours of operation are Mon-Fri from 8:00am to 5:00pm however daily start/end times may vary based on operational need across DCY divisions. Employees may begin as early as 7:00am & as late as 9:00am based on supervisory approval. This position performs work on-site daily at DCYs office space.

Selection devices such as a structured interview proficiency instrument &/or assessment may be required for this position; Applicants must demonstrate proficiency with a passing score of applicable selection device to be considered for this position. All results will be maintained for 6 months. Applicant with a passing score will be retained & utilized for a 6-month period. Applicant with a failing score in the same position may not re-take the same selection device for a 6-month period.
