Job Description

Main Responsibilities

Project management analysis and drafting

  • Identify needs for further development of PISAs design and operations through the network of National Project Managers and develop proposals for the PISA Governing Board (Project Management Analysts).
  • Monitor PISA contractors in the implementation of PISA in relation to timelines survey operations liaison with national centres quality control and assessment platform (Project Management Analysts).
  • Provide guidance for contractors to resolve issues related to the implementation of PISA in participating countries/economies (Project Management Analysts).
  • Collaborate with countries/economies in relation to the technical and methodological aspects of participation in PISA (Project Management Analysts).
  • Oversee the development of PISAs Technical Standards with input from contractors and experts (Project Management Analysts).
  • Manage and oversee the OECDs archive of assessment materials from previous cycles of PISA (Project Management Analysts).
  • Contribute to the preparation of calls for tenders and prepare contracts for PISA with a view to continuously improve the survey design and operations (Project Management Analysts).
  • Develop a project plan schedule and budget for the RDI projects (RDI Analysts).
  • Draft research papers contributing the outputs of the RDI projects (RDI Analysts).
  • Select external consultants for the projects draft terms of references for them and review and edit their outputs (RDI Analysts).
  • Design applications to visualize and analyse PISA data (RDI Analysts).
  • Curate the release of process data for PISA 2025 preparing datasets visualisations and related documentation (RDI Analysts).
  • Analyse data and support the reporting for PISA 2025 (RDI Analysts).
  • Source data required for the projects including through the organisation of data-collection activities in collaboration with the PISA contractors and with participating countries and analyse the data (RDI Analysts).
  • Contribute to the work of the team on the other RDI projects (RDI analysts).
  • Contribute to the regular reports to the PISA Governing Board.
  • Contribute to the development of the work programme for the next RDI cycle (RDI analysts).
  • Contribute to other methodological work related to PISA.

Events organisation communication and liaison

  • Organise expert meetings workshops and other events including liaising with the experts developing agendas and preparing presentations.
  • Support work on preparing contracts with experts and contractors.
  • Prepare short notes website content and other dissemination material on PISA.
  • Represent the OECD in relevant international and national settings delivering presentations and disseminating PISA outputs through relevant channels.

Qualifications :

Ideal Candidate Profile

Academic Background

  • An advanced university degree in education economics psychology sociology or other social sciences statistics psychometrics mathematics computer science data science.

Professional Background

  • At least 5 years of working experience in policy and/or research in an international or national agency university or research institute.
  • Experience in quantitative research methods and psychometrics (RDI Analysts).
  • At least 5 years of experience with the development or implementation of assessments preferably in a national team for PISA or other large-scale education assessment (Project Management Analysts).
  • Knowledge of large-scale educational assessments.
  • Experience with the organisation of meetings workshops and conferences.
  • Successful experience of working in a multicultural team and demonstrated good interpersonal skills.
  • Strong drafting skills and a capacity to produce high-quality analytical work.
  • Publications in peer-reviewed journals on related topics would be an asset (RDI Analysts).

Tools

  • Knowledge and experience in the use of software for data management and analysis.
  • Knowledge and experience with code versioning and project management software (Git Gitlab Github) (RDI Analysts).

Contract Duration

  • This vacancy will be used to fill multiple positions. The appointment type will be determined based on the needs of the Directorate and will be confirmed when an offer of employment is made to the selected candidate.
