PRIMARY DUTIES & RESPONSIBILITIES

The hiring range for this position is $23.21 - $29.10/hourly

This is classified as VHNE (Variable Hour Non-Benefit Employee) where the selected candidate will work 20 - 29 hours per week. This position does not provide medical benefits. This position earns sick leave in accordance with the Healthy Families and Workplace Act.

OVERVIEW OF POSITION / DEPARTMENT

Aurora Waters mission is to enhance and protect the quality of life for Aurora citizens by providing safe dependable and sustainable water sewer and stormwater services today and in the future.

The Water Resources Assistant will assist the Water Resources team within the Water Supply and Demand Division to implement the Water Court Files Archive Project. The Contract Assistant will first establish a Standard Operating Procedure for the outsourced scanning of water court records that are currently held by the City Clerks Office and perform quality control and reception of the scanned electronic files into an archival SharePoint library. Concurrently with those functions the Contract Assistant will also perform technical document review in order to consolidate reassemble and write summary memorandums of significant case actions and integrated historic water resources projects with appropriate citations to documents in the archive. The Contract Assistant will be expected to collaborate with the City Clerks Office the Aurora Water Business Systems Technology Team and the Water Supply and Demand Division to perform quality assurance write accurate technical memos and formally archive selected records.

This position has a rolling start and will begin once a qualified candidate is hired. Due to the type of work and potential for hybrid work the candidate will be expected to develop project milestones and provide weekly status updates to the Project Lead. The position is for a one year time frame. The candidate will be expected to work up to 20 hours but no more than 29 hours a week through out the course of the contract. This position is located at Aurora Water SEAM building at least two days per week. 26791 E. Quincy Ave Aurora CO 80016.

PRIMARY DUTIES & RESPONSIBILITIES

  • Work closely with the Water Resources Project Lead to implement the Water Court Files Archive Project
  • Draft and finalize an archival process Standard Operating Procedure (SOP) for outsourced scanning
  • Coordinate with the City Clerks Office to manage a significant physical document inventory and perform an iterative retrieval process of boxed records
  • Perform technical document review disciplined indexing and file reassembly
  • Assist in data review and process workflow documentation
  • Function independently as the primary communication point between the Aurora Water Business Systems Technology Team the outsourced scanning operations and the Water Resources Project Lead
  • Perform final quality assurance and quality control of scanned files
  • Work with the Water Resources Project Lead to formally receive upload and approve scanned files into the Water Court Files Archive
  • Draft analytical memos that summarize the procedural histories of certain water rights cases and projects within the Water Court Files Archive
  • Associate Water Court File Archives with their respective projects and historical lands
  • Assist in the archiving of historical ditch company records
  • Perform additional duties as assigned

MINIMUM QUALIFICATIONS & WORKING CONDITIONS

An equivalent combination of education training and experience that demonstrates required knowledge skills and abilities may be considered.

Education:

  • High School Diploma or GED
  • Current enrollment in a college level or post-graduate level water resources environmental engineering or law program with a college or university or a degree in one of these directly related disciplines


Preferred Education:

  • Paralegal certificate or current enrollment in graduate-level coursework related to law water resources engineering or environmental science

Experience:

  • Two (2) years of experience working in a professional environment including the handling of complex legal documents or agreements review of technical reports and/or completing analytical research projects

Preferred Experience:

  • Experience with Colorado water law and/or Water Court process and documentation

Knowledge:

  • Colorado water law and Water Court procedures particularly in relation to water rights adjudication and case documentation
  • Records management principles document control and archival practices
  • Technical writing and memo formatting standards including proper citation methods for legal and historic records
  • Standard office software and file management platforms especially Microsoft SharePoint
  • Data quality assurance and scanning procedures for converting physical documents into digital archives
  • Knowledge of Public Land Survey System (PLSS) is preferred

Skills:

  • Strong technical writing and editing skills with the ability to synthesize large volumes of technical and legal information into clear concise summary documents
  • Excellent organizational and time management skills including the ability to manage multiple concurrent workflows with attention to detail
  • Proficiency in Microsoft Office Suite (Word Excel Outlook Teams) and document indexing tools or systems
  • Effective interpersonal and communication skills with the ability to collaborate interdepartmentally with staff at all levels as well as external vendors
  • Strong critical thinking and problem-solving skills particularly when analyzing complex legal records or reconciling fragmented documentation

Abilities:

  • Enthusiasm for court procedure water law and real property
  • Demonstrable ability to learn quickly and accumulate actionable knowledge from training
  • Ability to develop and document a Standard Operating Procedure (SOP) for a technical and procedural process involving multiple internal and external stakeholders
  • Ability to independently manage assigned tasks and serve as a liaison between multiple departments project leads and vendors
  • Ability to conduct detailed document reviews and archival research with a high degree of accuracy and accountability
  • Ability to maintain confidentiality and handle sensitive or proprietary information with professionalism
  • Ability to adapt to changing project needs and perform duties with minimal supervision while maintaining high standards of quality control


Licenses and Certifications:

  • Valid Colorado drivers license with a good driving record

Essential Personnel:

  • When a local announcement of emergency or disaster is declared by the city all City of Aurora employees may be required to work as essential personnel

Physical Demands:

  • Light physical work which may require the ability to lift a maximum of 25 pounds at a time with assistance
  • Frequent hand/eye coordination for operation of office equipment
  • Vision for reading and interpreting reports and data analysis and preparation
  • Frequent speech communication hearing and listening to maintain communication with coworkers and employees within other divisions

Equipment Used:

  • Frequently uses standard office equipment including computers telephones scanners and copy/fax machines
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle cell phone tools etc.) in the course of their employment
