POSITION SUMMARY
The Chief Financial Solutions is responsible for oversight of all financial and business affairs of the district. This role provides strategic and operational leadership for financial services to ensure legally sound and effective management practices. The Chief Financial Solutions directs and monitors the management and investment of all district funds to ensure financial integrity transparency and protection of resources. Serving as the chief financial and budget advisor to the Superintendent and the Board of Directors the Chief plays a critical role in both day-to-day operations and long-term financial planning.
RESPONSIBILITIES AND DUTIES
Financial Oversight & Planning
- Serve as the primary financial advisor to the Superintendent and Board of Directors keeping them informed of the districts financial status.
- Direct the preparation of all general accounting records and related reports ensuring adherence to Texas Education Agency (TEA) accounting standards.
- Lead annual financial audit processes and coordinate with internal and external auditors.
- Develop and monitor long-range and short-term financial objectives including the preparation and management of the district budget.
- Conduct budget analysis facilitate budget meetings and oversee financial planning and capital projects.
Procurement Treasury & Credit Card Administration
- Oversee all general procurement operations including purchasing ACH/check processing request for proposals Amazon payments and bank reconciliation.
- Manage credit card (PCard) payment systems and reconciliation ensuring proper internal controls and policy compliance.
Payroll Administration
- Direct bi-weekly payroll processing TRS reporting/payments and quarterly payroll and TWC reporting to ensure accuracy and compliance with state and federal regulations.
Grants & Federal Program Management
- Administer all grant management functions including federal fiscal programs Title funding Compensatory Education Evaluation and EMAT coordination.
- Prepare and submit accurate quarterly and final reports for all grant funds.
Child Nutrition Financial Services
- Manage financial operations related to child nutrition including socioeconomic forms USDA Foods ordering CN reimbursements ELMS certification CN audits and contracts.
Transportation Finance Support
- Oversee financial concerns related to transportation including monitoring of issues and internal/external communication on related financial matters.
Investment & Risk Management
- Supervise and manage the districts investment portfolio ensuring funds are optimized and safeguarded from risk.
- Ensure timely fulfillment of all financial obligations including accounts payable payroll notes payable and bonded indebtedness.
Internal Controls & Policy Compliance
- Implement and monitor internal control systems to safeguard district assets and ensure reliable financial data.
- Review and recommend financial policies administrative regulations and operational procedures.
- Ensure compliance with all applicable federal and state laws State Board of Education rules and local board policies.
Reporting & Documentation
- Compile and submit all required financial reports and documents including:
- Monthly financial statements and budget reports.
- TEA financial data submissions.
- Comprehensive Annual Financial Report in accordance with ASBO standards.
Leadership Supervision & Training
- Select supervise evaluate and develop department staff promoting a culture of excellence compliance and continuous improvement.
- Develop and provide training opportunities for financial services personnel.
- Attend board meetings and present financial updates and strategic guidance as needed.
- All other duties as assigned.
QUALIFICATIONS
- Bachelors degree; masters degree preferred.
- Experience in business development and operational leadership within the education or nonprofit sector.
- Deep knowledge of TEA reporting federal/state grant compliance school budget planning and audit standards.
OHER POSITION REQUIREMENTS
- Ability to adjust the eye to bring an object into focus; judge distance (close and distant); reach with arms extended and use hands to manipulate the keyboard smart board and other classroom technology.
- Ability to lift/carry up to 25 pounds including but not limited to books paper and instructional materials/supplies.
- This position requires frequent standing walking sitting bending kneeling and/or the ability to be mobile.
- Ability to travel throughout the district and city as needed by means of personal/private or public transportation in compliance with the states department of motor vehicle and/or public transportation laws.
