DEQ has an open opportunity for a Human Resources Technician II.


This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.


This Human Resources Technician II assists the Division HR Manager in the daily administration of Human Resources activities for the Division of Air Quality and the Division of Water Infrastructure. Primary job functions include but are not limited to:


Other Key Responsibilities:

  • Recruitment life cycle work with hiring supervisors to create effective postings posting job announcements screening and referring the most qualified applicants in the States automated job posting system.
  • Administer New Hire Orientation all employee benefits Voluntary Shared Leave and other personnel programs as deemed necessary.
  • Process personnel actions in the States Human Resource Information Systems (HRIS) and payroll system to include new hires separations transfers promotions; calculate appropriate salary for new hires promotions in-range adjustments etc. Process and monitor LOA actions.
  • Assist with day-to-day information and processing I-9 Forms in E-Verify; preparing new hire orientation packages; maintaining personnel and medical record files; processing retirements through the State Retirement System and ordering retirement certificates and Division Service Awards. Maintain electronic and paper filing system for the HR section.
  • Perform various administrative functions to include time keeping processing personnel and organizational management reports in the States HRIS and payroll system; responding to unemployment claims; and coordinating division service awards.
  • Provide policy and procedure assistance to managers supervisors and employees pertaining to time and attendance record keeping activities.

The DEQ Division of Human Resources develops administers and maintains programs and services that assist and enhance employees abilities to carry out the DEQ mission and further DEQ initiatives. The Division of Water Infrastructure:

The Division of Water Infrastructure (DWI) administers water wastewater and stormwater funding programs in the Department of Environmental Quality according to Federal and State laws including the Water Infrastructure Fund as described in NCGS 159G and the Community Development Block Grants for water and wastewater infrastructure. Water Infrastructure Fund programs include the federal Clean Water State Revolving Fund the federal Drinking Water State Revolving Fund the state Viable Utility Reserve the state Wastewater Reserve and the state Drinking Water Reserve. DWI supports the State Water Infrastructure Authority which awards federal and state funding for water and wastewater infrastructure projects. DWI assists eligible applicants in meeting drinking water stormwater and wastewater needs to protect public health and the states water resources. The Division of Air Quality:

The Division of Air Quality (DAQ) works with the States citizens to protect and improve outdoor (ambient) air quality in North Carolina for the health benefit and economic well-being of all. As a part of the Department of Environmental Quality DAQ also enforces State and Federal air pollution regulations. The General Assembly enacts State air pollution laws and the Environmental Management Commission (EMC) adopts most rules dealing with air quality. In addition the U.S. Environmental Protection Agency (EPA) has designated DAQ as the lead agency for enforcing federal laws and regulations dealing with air quality in North Carolina. Associates degree typically in Human Resources or relevant field from an appropriately accredited institution and 1 year of experience required; or 2 years of progressive experience in Human Resources; or equivalent combination or education and experience.
