Job Description

Position Summary

The Director of Public Works (Operations and Maintenance)provides strategic leadership and direction for the Operations and Maintenance Department which includes the following divisions:

  • Support Services: Administration GIS mapping solid waste/recycling utility

  • Engineering Services: City engineering transportation and utility engineering

  • Park and Building Maintenance: Park maintenance forestry central buildings

  • Street and Fleet Maintenance: Street maintenance storm sewer utility street/signal lighting fleet and equipment management

  • Public Utilities: Water supply and treatment water/sanitary sewer maintenance

This position is a key member of both the Citys Director Team and Senior Management Team serving as a technical advisor to the City Manager and City Council on public infrastructure matters.

The role directly supervises five Division Managers (Engineering Street-Fleet Park-Building Utilities and Support Services) and leads a department of approximately 85 full-time and 25 seasonal staff.

Essential Duties and Responsibilities

  • Lead manage and direct department operations to ensure department goals and objectives are achieved.
  • Develop and manage the departments $30 million annual budget to include preparation administration and coordination; approximately $40-50 million annual capital projects and approximately $6-7 million annual capital equipment purchases.
  • Develop department long-range plans and manage/coordinate the production of the 5-year Capital Improvement Plan (CIP) and Capital Equipment Plan (CEP).
  • Supervise Division Managers and oversee operations of 85 full time staff and 25 seasonal staff fostering a culture of trust by empowering staff and valuing their expertise.
  • Provide day-to-day and long-term leadership and oversight of the citys infrastructure fleet engineering park maintenance and solid waste/recycling services.
  • Lead manage and direct department staff to include selection training motivation program/project and work performance evaluation and review.
  • Develop establish and implement departmental action plans and strategies providing leadership and direction in the development of short- and long-range plans and innovative projects such as those addressing climate change environmental issues and emerging technologies.
  • Accountable for the establishment and implementation of accounting policies procedures and internal controls including compliance with federal and state laws rules and regulations and city ordinances.
  • Serve as member of citys Director and Senior Management Teams to implement the Citys vision and goals.
  • Develop strategic plans for department work advise elected officials and develop legislative initiatives.
  • Develop coordinate and serve as project manager for research analysis plan and specification development and implementation.
  • Participate in internal and external work groups as a representative of the city and coordinate with regulatory agencies.
  • Perform other duties as assigned.

Minimum and Desired Qualifications

Education
Four-year degree in engineering public works public administration or a related area.

Experience

  • 10 years of progressively responsible directly related experience.
  • Strong background in the design and construction of road trail and utility projects.

Licenses/Certifications
Valid drivers license.

Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Knowledge Skills and Abilities
  • Deep knowledge of modern public works operations best practices and skills in the following full range of public works services: administration planning contracts management civil engineering transportation systems facilities water systems sanitary and storm sewer systems recycling and solid waste collection buildings and park facilities forestry and vehicle/equipment fleets.
  • Ability to communicate clearly concisely and effectively both in verbal and written formats with specific emphasis on effective public speaking and presentation skills with commissions elected officials and the community.
  • Ability to interact develop and maintain positive and professional working relationships at all organizational levels internally and externally.

  • Comprehensive knowledge of:
    • management of road trail and utility construction projects;
    • construction observation of road trail and utility construction projects;
    • Minnesota State Aid MSA funded projects.
  • Ability to manage multiple projects tasks and priorities simultaneously and perform effectively under stress while switching between a variety of duties without loss of efficiency or composure.
  • Ability to handle the stress of resolving complaints from residents internal customers and employee conflicts.
  • Personal computer experience with general understanding of word processing database and spreadsheet applications.
  • Demonstrated ability to lead influence and motivate people through approachable leadership.
  • Demonstrated ability to establish and maintain effective working relationships with and between co-workers and the public (customers).
  • Knowledge of principles practices and methods of consensus building conflict resolution negotiation and team-oriented management.
  • Ability to develop strategic positions and programs to implement and achieve objectives.
  • Skilled in using project management and innovative technology toolssuch as OpenGov Laserfiche and Asset Management Systemsto enhance the delivery of public services.
  • Ability to use performance measurement techniques/tactics to measure quality of public services.
  • Ability to exercise sound judgment to define and analyze problems utilize resources identify solutions develop and implement recommendation/proposals.
  • Ability to interpret analyze explain and resolve complex problems through to a successful resolution.
  • Ability to effectively work with commissions boards elected public officials and external customers.
  • Ability to professionally exhibit cultural sensitivity patience and understanding in the course of work duties.
  • Ability to relate to and work with individuals representing a variety of diverse backgrounds and cultures.
  • Ability to develop and maintain positive and professional relationships with internal staff through transparent open communication.
  • Read interpret and explain local state and national codes and regulations.
  • Knowledge of and ability to use Microsoft Office Suite and position specific software.
  • Ability to provide a level of customer service that meets/exceeds customer expectation and satisfaction.
  • Embrace and engage in cultural shift toward Continuous Improvement.
