Duties and Responsibilities

  • **Supports the Director of OSHI in overseeing internal coordination and compliance of all OSHI grants and projects in such areas as staff mentorship and support quality control strategic planning proposal development and project implementation including adhering to funding requirements achieving programmatic objectives and reporting.
  • **Leads designated projects and initiatives as assigned managing cross-functional teams timelines budgets and deliverables while maintaining accountability for project outcomes.
  • **Provides mentorship and guidance to OSHI staff and teams including by conducting regular check-ins providing feedback coordinating professional development opportunities and overseeing work quality and productivity.
  • **Provides comprehensive review of OSHI documents reports proposals and deliverables serving as the primary quality control checkpoint prior to Director approval.
  • **Collaborates with the Director in strategic planning as well as program and proposal development for new grant opportunities strategic initiatives and health-related federal relations contributing to proposal development and implementation planning.
  • **Manages and coordinates the implementation of health sciences projects including to oversee reporting and programmatic requirements and conduct hiring processes.
  • **Coordinates and facilitates internal meetings project status reviews and cross-team collaboration to ensure effective communication and project alignment.
  • **Represents OSHI at external meetings conferences and stakeholder engagements as designated by the Director maintaining professional relationships with key partners.
  • **Ensures timely completion of all grant reporting requirements including to review and analyze project budgets expenditure reports and financial documentation by coordinating with project teams reviewing submissions and managing documentation processes.
  • **Manages any escalated issues and problem resolution across projects implementing solutions and process improvements as needed.
  • **Maintains oversight of office operations systems and processes to ensure efficient workflow and organizational effectiveness.
  • **Provides strategic and policy guidance to improve the lives of Native Hawaiian and Pacific Islander communities.
  • Other duties as assigned.


Minimum Qualifications

Education and Professional Work Experience:
  • Possession of a baccalaureate degree in health sciences political science business or related field and 6 year(s) of progressively responsible professional experience with responsibilities for public policy grant management personnel management federal relations and/or strategic planning; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
Knowledge Skills and Abilities:
  • Considerable working knowledge of principles practices and techniques in the area of federal relations as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with health policy.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software.
  • If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
Supplemental Minimum Qualifications
  • Masters or doctoral degree in health sciences political science business or related field.
  • Significant experience working with Native Hawaiian and Pacific Islander communities including demonstrating cultural competency.
