Description
Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Metrolinx is an agency of the Government of Ontario.

Our East Harbour Transit Hub (EHTH) once complete will be one of the largest and busiest interchange station in the country designed to deliver more transit options reduce commute times and ease congestion across the city. Located immediately east of the Don Valley Parkway and south of Eastern Avenue this new transit hub will directly serve the Riverdale Riverside and Leslieville communities with access to GO trains TTC services and the future Ontario Line subway but its impact will reach well beyond the surrounding neighbourhoods reshaping how people move across the region.

Our EHTH project is being delivered under a progressive alliance model. A form of collaborative project delivery where multiple parties form a unified team to achieve a common goal sharing in both risks and rewards of the project. The team is looking for a Senior Manager Project Delivery Owners Representative to join the dynamic team! Your responsibilities within the recently executed Project Alliance Agreement (PAA) can be divided into 4 categories:

  1. Manage scope of works.
  2. Financial accountability with respect to the owners cost elements of the project.
  3. Liaison and facilitation.
  4. Ownership and access to the lands.
What will I be doing
  • Lead and provide overall management and oversight to EHTH capital infrastructure project from PAA to completion ensuring completion on time and within the approved budget.
  • Develop project strategies while providing overall administrative and technical leadership and oversight to multiple corridor project activities (e.g. Railway Track Signals and Station Infrastructure construction activities) to ensure coordination of efforts and successful completion while minimizing the impact on service and maintaining a high level of customer service.
  • Manage and contribute to the pre-construction process by reviewing and approving all plans schedules and tendering documents to ensure optimal coordination of projects throughout the network in alignment with internal and external stakeholders.
  • Review consultant proposals and develop recommendations briefings and reports for proposed projects consistent with strategic plan and business objectives for timely decision making.
  • Oversee project activities to proactively identify any areas of potential exposure or non-compliance and recommend appropriate actions to mitigate risk.
  • Partner and manage relationships with internal cross-functional departments (e.g. rail operations safety and system assurance asset management corridor delivery group procurement sponsor office legal third-party agreements property acquisition and construction management) to ensure progression of the project and seamless commissioning/ deployment into operational service.
  • Establish processes controls and measures to ensure overall project management and fiscal responsibility.
  • Provide senior leadership oversight and direction to staff and project teams (e.g. define team member roles responsibilities and expectations). Manage staff and monitor work assignments to ensure adherence to timelines achievement of performance objectives and develop and implement action plans to address performance gaps.
What Skills and Qualifications Do I Need
  • Completion of a degree in Engineering Architecture or a related discipline or a combination of education training and experience deemed equivalent.
  • Valid Project Management Professional (PMP) Professional Engineer (.) or Licensed Architect (OAA) designations or equivalent (within or outside of Canada) are considered assets.
  • Demonstrated experience in engineering architecture and project management services associated with the planning design commercial contract administration and construction of transit stations or railway corridor infrastructure including structures bridges tunnels and earthworks and drainage. Previous experience should include leading a team of technical professionals.
  • Extensive contract management experience within a mega project scale change and controls management advanced commercial competencies is considered an asset.
  • Knowledge of and experience in evolving collaborative contracting such as Alliancing Integrated Project Delivery Progressive Design Build are considered an asset.
  • Knowledge of Contract Law Construction Liens Act the Occupational Health and Safety Act Environmental Assessment Act and Transit/Railway construction standards and procedures.
  • Demonstrated experience successfully managing the competing objectives of a large number of external and internal stakeholders.
  • Proven record of experience managing high-value complex corridor infrastructure projects involving and operating environment. Strong project management skills and experience including budget and schedule controls leading cross-functional teams and consultants engaged in simultaneous projects and monitoring project activities for adherence to schedule budget and scope.
  • Interpersonal and oral/written/presentation skills to present complex and/or new ideas with clarity and simplicity to liaise with all levels within the organization and on construction sites and to work effectively with specialists across multiple sectors
