On behalf of our Tanzania based client we are looking for a competent and experienced Head of Livelihoods.

JOB DIMENSIONS
The EACOP Project comprises 1443 km of heated crude oil pipeline from Hoima in Uganda to Tanga in Tanzania arriving at a marine storage terminal and offloading facility. The pipeline runs for 1147 km in Tanzania traversing 8 Regions and 28 Districts Town Councils and City Councils and over 230 villages. The main land acquisition programme is complete with small areas of additional land yet to be acquired. The current major work is the implementation of livelihood restoration programmes for over 9000 project affected households and community and local authority engagement during the construction phase and transition to operations.
KEY DUTIES AND RESPONSIBILITIES
The Head of Livelihoods will be responsible to:
- Lead and implement the Livelihood Restoration (LR) programmes for all households economically and physically displaced by the EACOP project in accordance with the 11 RAPs for Tanzania
- Manages 3 direct reports based in Dar and has overall responsibility for uptbo 30 team members
- Oversee the implementation plan and schedule for delivery of the livelihood restoration programme
- Collaborate with LSOC manager for procurement process for Livelihoods Restoration contractors including defining scopes of work overseeing the evaluation of tenders and on-boarding contractors
- Lead support and oversee the monitoring and evaluation system for livelihood restoration
- Provide QAQC of Livelihoods Restoration Programme implementation and documentation to ensure international financing requirements for livelihood restoration are met
- Identify any issues arising for vulnerable households in accessing livelihoods programmes and work with the Livelihoods Restoration team to identify and implement corrective actions
- Ensuring that vulnerable and at-risk households are monitored in terms of access to livelihood restoration programmes updating and maintaining vulnerable household registers and following up on monitoring of these households
- Identify onboard and manage external advisers
- Oversee the Livelihoods Supervisor organization deployment and oversight of the LR field teams
- Ensure the LR field team activities are undertaken including welfare monitoring contractor monitoring crop monitoring and reporting in line with targets and quality standards and timelines
- Work with the Livelihoods Supervisor to manage the LR Dar team ensuring that tasks are completed to required quality standards and deadlines
- Ensure that LR-related issues concerns and grievances are recorded in Borealis escalated to relevant contractors and/or departments and closed in accordance with established EACOP processes and policies
- Ensure that LR Dar and field teams report HSE and Security incidents in accordance with required procedures and timelines
- Attend weekly planning meetings with Zonal Leads and monthly planning meetings with LR field teams
- Conduct regular field visits to monitor LR field team performance
- Assure the reporting process of livelihoods restoration programme and ensure inputs into overall departmental reporting.
- Coordinate and input the departmental reporting system including weekly and monthly department reports shareholder reports and lender audit reports
- Engage with NGOs and other civil society organizations on land livelihoods and social performance subjects
- Support the drafting of responses to external reports and/or letters from NGOs
CONTEXT AND ENVIRONMENT
- The Head of Livelihoods will be based in Dar es Salaam with regular travel to the field.
- The Head of Livelihoods is expected to interface with all departments within the Land and Social department wider EACOP organization and Livelihood Restoration Contractor/s as instructed by the LSOC Manager
ACCOUNTABILITIES
- She/he is responsible for managing and monitoring the LR teams (Dar and field based) to ensure that the teams meet performance objectives targets and deadlines to required quality standards as well as complying with field presence plan and welfare monitoring targets.
- She/he is responsible for delivering appropriate livelihood restoration programmes and their monitoring and evaluation.
- She/he is responsible for managing livelihood restoration contractors and ensuring compliance with programme workplans and timelines.
- She/he is responsible for facilitating engagement and collaboration between LR teams (Dar and field based) and livelihood restoration contractors to ensure the effective implementation of the livelihood restoration programmes.
Requirements
QUALIFICATIONS AND EXPERIENCE REQUIRED
- Advanced Degree in Environmental Social Sciences Agricultural Economics Agronomy Agribusiness Development Social Anthropology Sociology or related discipline
- 10-15 years of proven Project Management experience working within industry or a large organization with a focus on the management of large and diverse professional teams and complex projects
- Professional experience in land acquisition and livelihood restoration planning implementation and monitoring
- Proven experience managing contractors including technical and financial management and monitoring.
- Negotiation and conflict management skills
- Proven ability to mentor coach and manage teams
- Proven ability to multitask work independently manage significant workload and competing demands whilst meeting deadlines
- Proven computer report writing and analytical skills
- Fluency in English (written and spoken)
ADDED ADVANTAGE:
- Proven experience of investor financed private sector Projects compliant with the International Finance Corporation (IFC) Performance Standards
- Proven communication skills with an ability to develop and maintain good relations with stakeholders.
