Salary Range:$80000-90000 DOE
Period of Performance:March 2025 - September 2025 (with potential of two additional years)
The El Yunque National Forest is the only tropical rainforest in the national forest system. At nearly 29000 acres it is one of the smallest in size yet one of the most biologically diverse. Project Purpose and Background:
In September 2017 Hurricanes Irma and Maria both rated most extreme storms by Saffir-Simpson Hurricane wind scale impacted Puerto Rico and the USVI. El Yunque National Forest was devastated by these events causing severe damage to facilities roads centenary trees uprooted and loss of power and water. The damage was significant throughout the Forest and it is believed that recovery will last years.
Responsibilities and duties:
- CI shall provide technical assistance and support to CO during construction.
- The CIis responsible for verifying that all construction activities comply with contract requirements and work is performed in accordance with good construction practices verifying that materials and equipment incorporated into the project meet contract requirements monitoring contract labor requirements providing adequate and accurate reports verifying that applicable construction safety standards are met verifying that approved Contractor submittals are available before work is performed verifying that actual construction progress agrees with approved progress schedules notifying the COR immediately if unanticipated archeological materials are encounteredduring construction so that appropriate action may be taken to preserve such materialsand monitoring contract compliance with appropriate and applicable Federal Acquisition Regulations (FAR).
- Arrange attend and facilitate a variety of meetings including weekly meetings at the project site.
- For all meetings attended the CIshall be responsible to take notes and record meeting discussion decisions made list action items and record the responsibility party for action items and follow up with the responsible party till the action item is closed.
- Document issues encountered and problems experienced with the construction contractor.
- Review contractors baseline and progress schedules
- Review and process Construction Contractors Requests for Information (RFI). Assist in resolution
of draft response to track and follow up on RFIs. - Review Construction Contractor Quality Control (CQC) Daily Reports for accuracy completeness
and compliance with construction contract documents. - Receive log and review Construction Contractors submittals for completeness accuracy and
compliance with construction contract documents. Track submittals as required through completion - Review Construction Contractors Operation & Maintenance (O&M) manuals warranties
guarantees and closeout requirements. Verify they are complete and in compliance with construction
contract documents. - Inspect the work of the construction contractor for progress workmanship quality and conformance with contract documents applicable building codes and safety standards.
- Coordinate critical point special beneficial and final inspections by design staff or other inspectors so work can be approved in a timely and efficient manner.
- Take appropriate photographs for report due each day.
- Draft Request for Proposals (RFPs) that define work to be performed and cite relevant specification sections including appropriate sketches illustrating work to be performed.
- The construction manager shall have no authority to: Accept or reject construction work authorize changes to the terms and conditions of the construction contract instruct or make recommendations to the construction contractor.
Required education knowledge and skills:
- Minimum five (5) years Construction Management Experience; Demonstrated ability to prepare draft modifications independent government estimates responses to requests for information process submittals prepare field observation reports and conduct progress meetings and prepare meeting minutes. Familiarity with the use of Project Management software programs
- Previous project experience with: Road and Transportation Construction
- This role is expected to be physically strenuous and potentially under extreme weather conditions.
- Education and professional qualifications leading to or equivalent to a Construction Management Degree or Engineering Degree
- Prior experience working with Federal Government Project Managers/CORs on processing change requests requests for information submittals and field observation reports preferred.
- OSHA 30
- Strong technical abilities including ability to open and manipulate scheduling software such as OraclePrimavera Project and or technical abilities with Word and Excel.
- Comprehensive knowledge of site planning building design and construction means methods and codes scheduling material and labor cost estimating sufficient to evaluate general compliance environmental health safety and protection requirements.
- Must pass a pre-employment background check
- Valid drivers license
