The Parks Facilities Supervisor plays a vital leadership role in maintaining and enhancing the safety function and beauty of Buncombe Countys beloved parks and lakefront areas including Lake Julian Park. This position oversees daily park operations maintenance and staff supervision while ensuring a high standard of public service and environmental stewardship. With responsibilities ranging from coordinating events and managing budgets to patrolling parklands and fostering community partnerships the Parks Facilities Supervisor helps create exceptional welcoming spaces for all. Purpose of the position: The purpose of this position is to perform supervisory and skilled work in a wide variety of tasks in the operation maintenance fiscal management and patrol of County Parks.

Minimum Education Training and/or Experience (required at time of hire): High school diploma or equivalent and five (5) years of experience in park operations; or maintenance work or an equivalent combination of education and experience.

Additional Training and Experience: Completion of routine safety training after hire is required. CPR certification and a NASBLA-approved Boater Education Certificate must be obtained within 12 months of hire. Certified Parks and Recreation Professional (CPRP) certification is preferred.

License or Certification Required by Statute or Regulation: Possession of a valid drivers license.

Physical Requirements: The work is primarily heavy work requiring exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently and/or up to 30 pounds of force constantly to move objects. Works in various indoor and outdoor environments and weather conditions which may include seasonal temperature variations. Position requires pulling pushing reaching standing squatting and bending on a routine basis. The work is primarily active/outdoor work requiring standing for extended periods in varying weather conditions including heat cold wind and rain.

Essential Functions of the position:

  • Promote positive customer service public relations and communications with citizens using the park and recreation facilities; manage reservations of park areas and athletic fields for clubs organizations and the public; issue permits and licenses collect fees and maintain records for accounting purposes.
  • Provide direct and indirect supervision of assigned staff including the selection recruitment and development of support personnel; oversee staff schedules and manage vacation requests; conduct performance evaluations and provide coaching or disciplinary actions as needed
  • Operations and maintenance oversight including regular inspections of park grounds facilities and lake areas for safety and maintenance needs; coordinate with maintenance crews and contractors to ensure the upkeep of trails docks restrooms picnic areas and recreational structures.
  • Oversee environmental stewardship of the lake and surrounding parklands. Collaborate with environmental agencies and nonprofit organizations on conservation restoration and sustainability initiatives.
  • Ensure adherence to local state and federal laws; maintain permits and documentation required for park operations.
  • Plan implement monitor and evaluate the operations of the park including special events hosted or promoted at the park; implement and enforce safety protocols especially around the lake and marina operations; respond to emergencies and coordinate with local authorities when needed; ensure proper signage fencing and other safety measures are in place
  • Assist Director with development of departmental strategies long-range plan goals and objectives including preparation of budget and operational financial projections; manage budgets track expenses and oversee procurement of equipment and supplies; seek funding through partnerships grants or community partnerships
  • Coordinate recreational programming and services in collaboration with partner agencies. Manage volunteers and user groups oversee license agreements optimize facility use and mediate conflicts between user groups.
  • Track and maintain data related to Recreation Services capital projects at Lake Julian and designated river parks. Coordinate closely with the Parks Project Manager to ensure alignment and progress.
  • Patrol the park and lake to enforce regulations maintain order and assist the public in the use of the facilities.
  • Identify and report emergencies; route calls as needed to the appropriate authorities.
  • Perform a variety of duties associated with the daily custodial maintenance of park areas and facilities including general maintenance duties to maintain boats and other park equipment and facilities.
  • Oversee Park improvement projects in coordination with Project Manager(s) and General Services staff.
  • Performs other related duties as assigned.

Knowledge Skills Abilities and Other Abilities:

  • Knowledge of County provisions law ordinances and policies pertaining to care of park equipment and properties including an understanding of the principles of grounds and facilities maintenance custodial services and equipment upkeep.
  • Knowledge of the occupational hazards and safety precautions related to the work.
  • Ability to prepare and maintain routine work records and reports; ability to manage multiple parks and facilities simultaneously; prioritize tasks effectively based on urgency and impact.
  • Ability to deal with the public handle stressful situations remain calm and assist patrons in emergencies. Able to enforce park rules and regulations tactfully and consistently; collaborate with law enforcement or rangers as needed.
  • Competence in using software for scheduling budgeting and reporting; basic GIS work order systems or program software for rentals including shelter boat and programmatic registrations.
  • Ability to use hand tools power tools and equipment associated with this type of work. Ability to complete work on a timely basis observing all safety rules.
  • Good command of language to effectively communicate with the public county employees and comprehend/determine problems.
  • Knowledge of watercraft including ability to operate and explain operation of a variety of boats and knowledge of boater and water safety.
  • Familiarity with budgeting procurement and financial tracking for public agencies; understanding of personnel and administrative procedures.
  • Able to exhibit sound judgement and decision making including assessing situations quickly and making sound decisions especially in emergencies; resourceful in managing logistical and operational challenges.
  • Physically able to perform inspections and lead crews in varying weather and terrain; willingness to work irregular hours weekends and holidays as needed.
  • Skills in project and time management for overseeing multiple sites and initiatives; capacity to plan short- and long-term maintenance and development efforts.
