Description

Under general supervision assists licensed professional staff in the Emergency Department by providing a variety of patient services which include basic administrative clerical and medical support services for patients in the Emergency Department of the Ventura County Medical Center and Santa Paula Hospital.

Distinguishing Characteristics:
This classification is characterized by responsibility for performing basic patient care functions assisting professional staff with various emergency medical/trauma treatments and procedures collecting specimens and performing clerical tasks in the Emergency Department at the Ventura County Medical Center and Santa Paula Hospital. This classification is distinguished from the class of Licensed Vocational Nurse in that the latter are required to be licensed perform a greater variety of treatments and administer medications. It is further distinguished from the class of Nursing Assistant I/II in that the latter do not possess an Emergency Medical Technician certification.

APPROXIMATE SALARIES
Emergency Room Technician -$21.00 - $28.61 Hourly
Emergency Room Technician -PDP -$25.29 Hourly

EDUCATIONAL/BILINGUAL INCENTIVE:Possible educational incentive of 2.5% 3.5% or 5% based on completion of Associates Bachelors or Masters degree. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

DEPARTMENT/AGENCY: Health Care Agency Ventura County Medical Center (VCMC)

Emergency Room Technician is represented by the Services Employees International Union (SEIU) and is eligible for overtime compensation.

Some positions in this recruitment are Intermittent. An Intermittent Employee is a person employed for intermittent/temporary work on a day-to-day basis. These Intermittent positions will be assigned weekends and some shifts during the week.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term) Intermittent and Extra Help vacanciesfor these positions only; there are currently two (2) Intermittent and one (1) Per Diem Pool vacancies at VCMC.

TENTATIVE SCHEDULE:
OPENING DATE: 6/17/25
CLOSING DATE: Continuous and may close at any time; therefore the schedule for the remainder of the process will depend upon when we receive enough qualified applications to meet business needs. It is to your advantage to apply as soon as possible.

Examples Of Duties

Duties may include but are not limited to the following:

  • Assists with obtaining and documenting vital signs and placing oxygen saturation cardiac monitoring and non-invasive blood pressure monitoring systems;
  • Assists in obtaining 12-lead EKGs and may assist with collecting blood and other lab samples and performing lab testing in accordance with established policies and procedures as well as CDPH and CLIA regulations;
  • Conducts quality control checks and review of equipment as required by department/unit;
  • Assists with patient activities and care as assigned by the charge nurse/designee as indicated by the patients care plan;
  • Assists with wound care orthopedic splinting and bandages as directed by providers and nursing;
  • Measures and fits crutches and canes and instructs patients on proper crutch and cane training;
  • Maintains use of appropriate medical equipment and supplies;
  • Assists in transporting patients supplies and equipment;
  • Cleans and stocks carts rooms and changes and stocks linen in rooms and bedside carts as required;
  • Prepares and chaperones patients during examinations/procedures or assists with other patient treatments;
  • Assists with patient restraints under the direction of the RN and/or provider;
  • Provides for patient safety related to age and condition;
  • May assist with orienting new staff;
  • Attends staff meetings or other mandated meetings/classes and unit competencies as required and
  • Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

Education Training and Experience:
  • Possession of a high school diploma or equivalent (e.g. GED)
  • Six (6) months of full-time experience working in an Emergency Room performing duties similar to the ones listed above
OR
  • Possession of a current/valid Emergency Medical Technician certification.

Necessary Special Requirements:
  • Candidates must have a valid Basic Life Support (BLS/CPR) certificate prior to the first day of employment and maintain it thereafter.
  • Current/valid Emergency Medical Technician (EMT-1) certification issued by the State of California if using it to qualify
  • Must obtain and maintain thereafter a Phlebotomy Certificate issued by the California State Department of Health Services within one (1) year of placement into this classification.

Knowledge Skills and Abilities:
Knowledge of:
  • Relevant medical terminology
  • basic patient care and/or administrative techniques
  • medical assisting skills and the various types of materials and equipment related to outpatient care and their applications
  • methods of conducting or assisting patients (per medical care providers instructions) with basic tests and treatments
Ability to:
  • Communicate effectively orally and in writing
  • establish and maintain good relations with a wide range of social and ethnic groups as well as professional staff and community members
  • obtain and record accurate patient information and perform routine clinical procedures
  • follow and implement activities according to written standardized procedures
  • perform clerical tasks (i.e. utilizing personal computer for inputting pertinent client/patient information answering phones filing etc.)
Supplemental Information:
Duties require frequent standing bending reaching squatting and kneeling and the ability to move position and lift patients and/or equipment to perform nursing assistant duties/procedures.

TRAINING & EXPERIENCE EVALUATION:
A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently when the pool of candidates is exceptionally strong many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

NOTE:
If there are three (3) or fewer qualified applicants a T&E will not be conducted. Instead a score of seventy percent (70%) will be assigned to each application and each applicant will be placed on the eligible list.

Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
