Job Description

Description

The essential function of the position within the department is to ensure compliance with City fire codes. The position is responsible for ensuring fire and safety code compliance through inspection of new and existing structures fire investigations review of construction plans public education programs consultation with the public and reporting. The position works under general supervision independently developing work methods and sequences.

Examples of Duties

  • Working no less than 20 hours a week and no more than 30 hours a week.
  • Conducts or initiates technical inspections throughout the city to discover and eliminate potential fire and safety hazards in schools businesses hospitals correctional facilities manufacturing facilities and other institutions which include determining the presence of fire extinguishers early warning devices ample and safe means of egress etc.
  • Notifies the Fire Marshal of all hazardous materials violations and any major violation of the fire codes.
  • Conducts or initiates all necessary inspections for the issuance of certificates of use and occupancy. Recommends to the building official approval for the issuance of building permits and occupancy permits.
  • Notifies property owners of fire code violations explains necessary corrective measures and ensures the corrections are made within the specified period of time.
  • Performs routine annual inspections of all Commercial occupancies within the city.
  • Recommends code improvements and ordinances relevant to the protection of life and property.
  • Issues court citations when necessary for violations of the adopted City Ordinances Fire Codes and/or Building Codes.
  • Maintains accurate and updated records and reports maintains files of all inspections permits issued and violations issued and corrected; prepares an inspection report after each inspection has been completed in the approved Fire Department records management system.
  • Conduct or initiates spot inspections of assembly occupancies such as stadiums churches theatres bars taverns and restaurants.
  • Assists with conducting or initiates routine inspections of group and family day cares public and private schools and mental health facilities; completes necessary inspection reports enforces all building and fire codes and maintains accurate files regarding same; forwards copy of each report to the State Fire Marshals Office.
  • Assists with Community Risk Reduction Activities

Typical Qualifications

Knowledge Skills and Certifications

  • High school graduate or GED
  • Five years Fire Service experience with knowledge of municipal ordinances related to fire prevention inspection and code review
  • State of Tennessee EMR EMT AEMT or Paramedic; AHA Healthcare Provider BCLS
  • Associate degree in Fire Science or related field (preferred); or 60 hours of college credits
  • FEMA ICS; Must obtain ICS 300 within 6 months
  • ProBoard or IFSAC Fire Inspector II
  • ProBoard or IFSAC Fire Officer I
  • Valid Tennessee Drivers License.
  • Maintains working knowledge of related laws ordinances rules and regulations specifically NFPA 1 Fire Code NFPA 13 Installation of Sprinklers NFPA 72 National Fire Alarm Code NFPA 101 Life Safety Code International Building Code (IBC) 2018 edition and International Fire Code (IFC) 2018 edition.

SUPERVISORY CONTROLS: The employee plans and carries out assignments with defined objectives priorities and deadlines and handles problems and deviations in the work in accordance with instructions previous training and accepted practices.

PHYSICAL REQUIREMENTS: Must be proficient at operating various types of office equipment such as a computer calculator telephone etc. Must also be physically able and licensed to operate a motor vehicle in the State of Tennessee. Must be able to use body to work move or carry objects or materials. Must be able to physically climb stairs ladders and crawl spaces when conducting inspections. Maintains physical fitness and adheres to department policies regarding job functionality testing; wearing of PPE; obtaining annual health and wellness screenings and any additional operational requirements.

DATA CONCEPTION

Requires the ability to compare and/or judge the readily observable functional technical structural and compositional characteristics (whether similar to or divergent from obvious standards) of data people or things.

INTERPERSONAL COMMUNICATIONS: Requires the ability of speaking and/or signaling people to convey or exchange technical and administrative information relating to fire code compliance. This includes giving assignments and/or directions to staff.

LANGUAGE ABILITY: Requires ability to read a variety of information documentation directions instructions and methods and procedures related to the ability to write reports and essays with proper format punctuation spelling and grammar using all parts of speech. The position of Fire Marshal requires the ability to speak with and before others with poise voice control and confidence using correct English and well-modulated voice.

INTELLIGENCE: Requires the ability to learn and understand complex principles and techniques related to fire code compliance; to make independent judgments in absence of supervisor; to acquire knowledge of topics related to the position of Fire Marshal.

VERBAL APTITTUDE: Requires the ability to record and deliver information to supervisor officers and elected official; to explain procedures and policies; and to follow verbal and written instructions guidelines and objectives.

NUMERICAL APTITUDE: requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; determine time and weight; and utilize statistical reference.

FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length width and shape visually with office equipment.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people (i.e. staff management public and elected officials) beyond giving and receiving instructions such as in interpreting departmental policies and procedures. The Fire Marshal must be adaptable to performing under considerable stress when confronted with emergency situations.

PHYSICAL COMMUNICATIONS: Requires the ability to talk and/or hear: (Talking expressing or exchanging ideas by means of spoken words). (Hearing-perceiving nature of sounds by ear).

SUPERVISION EXERCISED: This position supervises other personnel on duty as assigned for investigations or special assignments.
