PRIMARY PURPOSE:
The Lieutenant serves the Spring Independent School District (Spring ISD) the Spring ISD Police Department and the assigned geographical area of responsibility. The Lieutenant supervises all personnel of the police department. He/she will ensure that all department personnel maintain a state of readiness in order meet their day-to-day operational responsibilities. The Lieutenant is also responsible for managing law enforcement matters within the boundaries of the Spring ISD utilizing the Texas Penal Code the Code of Criminal Procedures the Districts board policy as well as department management guidelines rules regulations and other directives from the Chief of Police.
When off-duty the Lieutenant will maintain communications with the Chief of Police and be available by radio telephone/cellular phone or any other communication devices at all times unless otherwise noted prior to going off-duty. The Lieutenant also serves in an on-call rotation for Critical Incident Command situations. In addition the Lieutenant will be available for discussions on law enforcement issues public safety community-oriented problem solving and initial complaints against officers and/or department action(s).

QUALIFICATIONS:
Required:
- At least 60 hours from an accredited college/university or an honorable discharge from the US Military with eight (8) years of active-duty service
- A clear and valid Texas Drivers License
- Texas Advanced Peace Officer Proficiency Certificate issued by Texas Commission on Law Enforcement (TCOLE)
- At least (5) years of first-line supervisory experience
- Must not have a sustained complaint for untruthfulness or association with person of questionable character.
Preferred:
- Bachelors degree from an accredited college or university
- Accredited Law Enforcement Executive training programs
- FBI National Academy (FBINA) Law Enforcement Management Institute of Texas (LEMIT) Southern Police Institute (SPI) Federal Bureau of Investigations Law Enforcement Executive Development Seminar (FBI-LEEDS)
- Texas Advanced Peace Officer Proficiency Certificate issued by Texas Commission on Law Enforcement (TCOLE)
- At least 12 years of experience as a Texas Peace Officer
SPECIAL KNOWLEDGE/SKILLS:
- Knowledge of the National Incident Management System (NIMS) the Incident Command System (ICS) and emergency management
- General knowledge of criminal investigative practices internal investigative practices police report writing practices and criminal laws
- Knowledge of local state and federal school safety regulations and guidelines
- Ability to effectively communicate in stressful situations and to remain effective in a crisis
- Detailed understanding of school crisis planning
- Ability to pass a written exam with a minimum score of 70% required
- Ability to pass required physical agility psychological and drug tests
- Ability to work well with youth and adults
- Ability to manage personnel
- Ability to work any shift as needed (to include weekends and holidays)
- Ability to effectively communicate orally and in writing
- Ability to maintain strong positive and effective interpersonal and public relationships
- Training and ability to subdue offenders including use of firearms and mechanical restraints
- Ability to perform exterior checks without the use of an automobile which may require crossing areas which are without sidewalks or not paved and may be poorly lit
- Sufficient mobility and dexterity to respond quickly to situations which may involve measures to detain individuals who are running away jumping fences and/or barriers
- Sufficient strength to detain intruders and trespassers who physically resist detention
- Strong computer skills (Word Excel and PowerPoint)
MAJOR RESPONSIBILITIES AND DUTIES:
- Represent the Police Department in meetings with the students citizens community civic and other gatherings as needed.
- Remain updated and aware of persons conditions events and developments within the geographical area of responsibility including criminal activity traffic safety campus safety concerns truancy matters and other law enforcement needs.
- Construct safety and security traffic safety crime reduction or community-oriented policing plans utilizing statistical reports offense/investigative reports area/global crime trends officers activity reports to ensure assigned personnel and resources are meeting the needs of the School District and the Police Departments mission.
- Review all operations under their command to ensure the tasked are completed with fidelity.
- Ensure inspections on patrol vehicles officers law enforcement equipment/uniforms and office space in order to meet the operational standards of the district and the police departments mission with fidelity. In addition conduct at least three random documented inspections during a calendar year.
- Ensure a monthly schedule is completed within their division to meet mandatory staffing requirements.
- Complete annual evaluations of each direct reports under his/her leadership. Also review the annual evaluation documentation of personnel assigned to his/her division to ensure the employees performance meets the needs of the district and the police departments mission
- Work with principals and other district administrators to ensure the campus and department safety and security plans meet the requirements set by the Texas Education Agency the Texas Safe Schools Act and the districts Safety and Security Charter.
- Ensure all personnel meet the training and firearms qualification standards set by the Spring ISD Chief of Police and TCOLE.
- Serve as a core member of the Spring ISD Police Departments Critical Incident Command team and ensure the Police Department meets the industry standards in its readiness to respond to crisis situations.
- Oversee the coordination of all special events within his/her division.
- Work with district partners to resolve problems with alarm systems and making recommendations for improved services.
- Serve as a representative for the Spring ISD Police Department on the districts Threat Assessment Team for campuses that are located within his/her division.
- Serve as a representative for the Spring ISD Police Department on the districts student discipline committees. Also complete any/all required reporting documents for students arrest and/or discipline.
- Review statistic data connected to students discipline to construct and implement effective community-oriented policing initiatives/programs designed to decrease discipline referrals and increase students academic performance.
- Responsible for creating and maintaining investigative reports of all students and/or staff identified within his/her division as potential threats to the safety of the district.
- Ensure all reports within his/her assigned divisions command are completed with fidelity and submitted on time.
- Serve as liaison with law enforcement partners and criminal justice agencies (municipal county state and federal).
- Coordinate with other area school districts police departments and other law enforcement agencies to establish Memorandums of Understanding.
- Oversee and/or conduct internal affairs investigations for Spring ISD Police Department personnel as assigned by the Chief of Police and partner with Human Resources and other appropriate departments to ensure the integrity of the investigation.
- Assist the Human Resources Division with recruiting screening and selecting of prospective Spring ISD Police Department personnel.
- Select train supervise and evaluate staff and make recommendations related to assignment retention discipline and dismissal.
- Train newly promoted sergeants or sergeants commanded to complete an employee improvement plan.
- Assist employees within his/her division with drafting evaluating and implementing the employees Individual Development Plan (IDP).
- Assist the Chief of Police with strategic planning and the implementation of the objectives/initiatives established within the plan.
- Stay abreast of recent court rulings pertaining to police activity and ensure proper administration of the law to minimize liability.
- Oversee recruiting and background investigations for the Spring ISD Police Department.
- Plan conduct and monitor training for district personnel on various school safety and emergency management topics.
- Oversee and evaluate campus and department safety and emergency response plans.
- Manage the updating and revision of the districts emergency procedures manuals and forms annually and as needed.
- Coordinate with campus safety officers to ensure that safety and emergency response training for staff and students occurs as required.
- Oversee security intruder drills and campus safety audits to ensure readiness of the districts emergency management plan and compliance with Senate Bill 11.
- Perform all other duties as assigned.
SUPERVISORY RESPONSIBILITIES:
Supervise and evaluate sergeants police oficers and clerical staff assigned to his/her division. Establish operational objectives and assignments for multiple disciplines/functional areas and possibly departments. Evaluate recommendations of others deciding on course of action in ambiguous situations and oversee the deployment of innovative solutions.
WORKING CONDITIONS:
The usual and customary methods of performing this job require the following: ability to work in a fast-paced high-intensity work environment efficiently and effectively with frequent interruptions and maintain emotional control under stress.
