Boeing Defense Space and Security (BDS) is seeking a Senior Program Manager (Level 4/5) to support the F/A-18 Team in Berkeley Missouri aka Fightertown USA!

Are you ready to take on a pivotal role in one of the most exciting and historic programs in aviation history Boeing is seeking a dynamic and experienced Program Manager to lead the transition of the F/A-18 program to post-production. This position includes working on the manufacturing & production floor at times to help monitor program progress. This is a rare opportunity to guide the sunset of a production line that has been a cornerstone of military aviation for over 30 years!

What Were Looking For:

The ideal candidate is a self-directed individual who thrives in ambiguity and is adept at charting a strategic course. You are highly organized an excellent communicator and possess the ability to lead teams through complex challenges. You have a proven track record of being able to build and maintain relationships with internal and external stakeholders. Your curiosity will lead you to deep dive standard functional processes and procedures and your critical thinking will identify how to supplement those processes for a production shutdown scenario. Your experience with USG proposal development will be crucial as you navigate this exciting transition. This position requires regularly briefing executive leadership on project status.

Position Responsibilities:

Execution of Production Line Shutdown Activities

  • Proposal Development: Partner with Contracts and other functions to continue development of the Production Line Shutdown proposal crafting a strategic vision that aligns with Boeings goals and the needs of our Navy customers.
  • Negotiation and Contract Award: Assist with prime contract and subcontract negotiations ensuring that the resulting contracts are executable to cost schedule and deliverable commitments.
  • Execute the Contract:Once awarded and as the final lot of production completes you will be responsible for leading a cross-functional team to execute the contract in accordance with its requirements. Shutting down the production line will involve the disposition of Government Furnished Property (at both Boeing and suppliers) in accordance with government instructions disposition of Boeing-owned equipment facility refurbishment of the factory and delivery of technical data.

Stakeholder Stewardship

  • Lead the Transition:Spearhead the transition of the F/A-18 program to post-production clearly establishing handoffs to BGS when applicable
  • Platform Strategy: Co-develop a platform strategy with BGS to include desired future business as well as defining the Responsibility Authority and Accountability between the business units post-production.
  • Integrate and Inform: Identify execution risks for other Boeing programs and business units that currently share resources with the production program.

Support Last Lot Execution

  • Risk Management: Identify execution risks that are inherent to the final lot of production and ensure the development and execution of mitigation plans.
  • Change Management: Create a vision and culture that celebrates the completion of an era and excitedly pursues the next.

Position Responsibilities (Level 4):

  • Leads develops coordinates integrates analyzes and maintains integrated plans and schedules for complex projects programs and change driven activities in accordance with project management industry.
  • Leads studies/analysis (trend variance impact) reports risk assessments and planning efforts to determine impacts constraints involving product development production rates process improvement program initiatives.
  • Identifies risk and opportunity potential develops mitigation planning and refines the business case.
  • Develops and establishes lead time requirements.
  • Facilitates and ensures integration of project/program plan schedules change and baseline management processes techniques considered to be best practice across the industry.
  • Acts as primary project contact to establish key stakeholder requirements and project objectives.
  • Directs all phases of projects or subsystems of major projects from inception through completion.
  • Coordinates commitments with internal and external stakeholders to fulfill strategies.

Position Responsibilities (Level 5):

  • Oversees develops coordinates integrates analyzes and maintains integrated plans and schedules for highly complex or difficult projects programs and change driven activities to execute in accordance with project management industry standards.
  • Directs and provides high level studies/analysis (trend variance impact) determines scope reports and oversight of planning requests.
  • Identifies risk and opportunity potential develops mitigation planning and refines the business case.
  • Develops and executes the process and strategy for the integration of plans and schedules.
  • Consults and recommends integrated planning scheduling change and baseline management processes techniques and tools to management considered to be best practices across the industry.
  • Recognized as primary project contact to establish key stakeholder requirements and project objectives.
  • Authorizes commitment of resources by obtaining approvals from stakeholders.
  • Oversees deployment of approved recommendations at Division Business Unit and/or Enterprise levels.

Basic Qualifications (Required Skills/Experience):

  • 3 years experience with developing Truth in Negotiations Act (TINA)-compliant proposals and contracts or evaluating TINA-compliant supplier proposal (for example: Program Management Contracts Estimating Supply Chain or have developed Basis of Estimates)
  • 3 years experience in project execution (for example: Program/Project Management Project Engineering Scheduling Contracts Business Unit Financial Integrators or executed to a Statement of Work)
  • Experience supporting and communicating with external customers
  • Strong leadership skills with the ability to motivate and guide cross-functional teams
  • Excellent communication skills both verbal and written
  • Experience briefing executive leadership

Preferred Qualifications (Desired Skills/Experience):

  • Bachelors degree or higher.
  • Experience with a production shutdown would be a candidate differentiator and should be highlighted within the application
  • Experience in program management project engineering government property management government contracting and supply chain are all relevant experiences
  • Active Secret Clearance or higher

Travel:

Position may require travel up to 10% of the time.

Summary pay range:

Level 4: $107950 - $146050 USD

Level 5: $132600 - $179400 USD
