Safety & Health Compliance Inspector Cuyahoga County Garfield Hts. - PN
Position Description:
Operates state vehicle to travel to & independently conduct health safety & fire inspections of all ODOT district county facilities jobsites & equipment that vary from serious high hazard processes to low-risk practices to determine compliance with state &/or federal laws (e.g. Federal Occupational Safety & Health Administration (OSHA)) safety standards governing occupational health & safety of employees; utilizes computer & related software (e.g. Microsoft Office Origami) to complete & document Job Safety Analysis/Job Hazard Analysis (JSA/JHA) identifying job hazards establishes corrective action(s) & conducts follow-up inspections; reviews storage of hazardous waste materials & chemicals safety data sheets container labeling chemical inventory & hygiene plan; performs walking inspections of jobsites (i.e. bridges roadways buildings & work zones) observes workers for use of prescribed safety apparel; makes recommendations while on jobsite to protect workers from hazardous work methods processes & materials; addresses unsafe worksite behavior & imminently dangerous situations with employee & supervisor; inspects machinery for existence of properly installed safety devices; conducts or recommends testing of work areas when needed to determine existence of toxic materials/hazardous conditions; performs annual inspection of fall protection equipment inspects trench/excavation jobsites to comply with state & federal safety standards; reviews work zone/traffic control setup for compliance with Ohio Manual of Uniform Traffic Control Devices (OMUTCD).
Trains &/or leads lower-level safety & health inspectors; explains proper procedures & inspection & investigation techniques. Serves on various safety-related committees (e.g. District Joint Health & Safety Committee) & educates various safety advocates (e.g. District Partner Program) on proper inspection techniques. Uses computer & related software (e.g. Microsoft Office) to assist with &/or conduct various safety-related presentations & trainings (e.g. New Hire Orientation Flagging First Aid/CPR/AED Emergency Action Plan (ASAP) District Safety Meetings) at various district facilities & assists developing content for safety education materials; explains safe operating procedures existing state & federal safety regulations through use of lecture film &/or various visual aids creates & distributes education materials & posters related to safety as needed.
Performs investigation of personal injury vehicle crashes or other vehicle & equipment events; investigates scene to determine root cause &/or probable loss factors to mitigate future injuries obtains & reviews police reports witness & employee statements photos & other documentation; operates computer & related software (e.g. Microsoft Office) & other technology equipment (e.g. iPad iPhone) to prepare & submit investigatory & inspection reports to document findings recommendations & required corrective actions reports injury investigation (e.g. PS1 PS2) to designated workers compensation representative. Operates computer iPhone iPad to document information in EH&S safety management system; document information in Employee Health & Safety management system.
Attends & provides safety-related county tailgate talks to keep employees & managers alert to work-related hazards & prevent injuries & participates in safety discussions at various sites recommends PPE specifications as needed explains safety procedures (e.g. Safety Policy OSHA Standards) distributes education materials & posters related to safety; conducts periodic fire drills or other safety drills & other safety education as necessary. Stays up to date on state & federal occupational safety regulations & applicable consensus standards through continuing education; performs research & reviews best safety practices; promotes employee safety as a core value to bolster a culture of safety.
