Job Description

Underthe direction of the Acting Executive Director the OCOF Initiative Director willperformthefollowingduties:

  1. Along with leadership at DCYF and partner agencies lead the development of an implementation timeline and project workplan for OCOF/Proposition J (passed November 2024) which will change the way the City evaluates funding for services to children youth and their families by monitoring outcomes.
  2. Supervisecoordinateanddeploystaff at DCYF and partner agencies as neededto implement the initiative workplan including planning and implementing regularCrossTeammeetings.
  3. PolicySupport:overseeDCYFsresponsestodataand other requests from DCYFstaffCitypartnersandoutsideparties related to Proposition J.
  4. Oversee the coordination implementation and design of the city-wide community needs assessment for departments with childrens baseline fund.
  5. DevelopandFosterPartnerships:serveasaliaisonforDCYFwithpartnerssuchasCityDepartmentsSFUSDandexternalfunderstoprovide support for shared priorities and efforts. 
  6. Participateinmeetingsandconveningsbuildandmaintainsolidworkingrelationshipsidentifyareasofconnectionorcollaborationwithpartnersandsystemsanddeployteammembersasneededtoassistwiththeseefforts.
  7. Develops implementation timeline and workplan for implementation of the initiative.
  8. Providesanalysisand policy recommendationsona range ofcomplextopicsrelevant to the initiative.
  9. Provides recommendationsplansand approaches for data collection and analysis that contribute to DCYFs strategic planning and ensures that departmental decisions are grounded in the requirements of the initiative.
  10. Communicatesinformationdataand proposed workplan to stakeholders includinginternally toDCYF staff managers and senior leadershipand externallywith partnersincluding other City agencies and SFUSD City leadership including the Mayors Office Board of Supervisors and Controllers office and toservice providers families and members of the public.
  11. Performs related duties and responsibilities as assigned.

Qualifications :

EDUCATION AND EXPERIENCE

1. Bachelors Degree in Public Policy/Administration Education or other related field;

and


2. Eight (8) years of professional experience in public administration or policy or grant development/management or other related fields of which three (3) years of experience must be supervising professionals.     

Education Substitution: Additional experience may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

Experience Substitution: Possession of a masters degree in Public Policy/Administration Education or other related field is also qualifying  and may substitute for one (1) year of the required professional experience.

Selection Procedures:  The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the next stage of the selection process. The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.
