The District is a government agency whose mission is to protect water resources minimize flood risks and ensure the publics water needs are met. We serve a population of nearly 6million people in west-central Florida as directed by state law.

Join our Environmental Resource Permit Bureau

This is a professional level position providing technical and administrative engineering work and project management which will support the Agricultural Team and thus the Environmental Resource Permitting Bureau within the Regulation division. This position will spend the majority of time working on Permit/Exemption evaluation compliance case review pre-application meetings and project management. A large portion of the work conducted will be in the field meeting with the agricultural community. The successful candidate will apply knowledge of engineering principles project management scientific findings and applicable laws to evaluate plan design and complete surface water agricultural related projects to ensure compliance with District regulations and policies.

The District supports employees who prefer flexible schedule or a remote work schedule so that they can enjoy their time outside of the District through work-life role is considered hybrid which means the employee will be required to come on-site for periodic meetings and work a portion of their time remotely (must live in Florida). Compensation:

Engineer 1: $50460.80 - $68673.94
Engineer 2: $57678.40 - $79494.10

Engineer 3: $62316.80 - $85879.29

The starting salary ranges are included for the Engineer profile which reflects the minimum to approximately 50% of the respective pay grades.The starting salary will be based on the education and experience of the successful candidate. The District conducts annual performance evaluations that may award applicable pay increases based on positive employee performance.

Essential Functions

  • Conduct field and office pre-application meetings and/or research site conditions for inquiries.
  • Review and process Environmental Resource Permit (ERP) related Agricultural Permits and Exemption Requests within the internal goal deadlines established by regulation.
  • Manage agricultural compliance and complaint cases including office and field reviews.
  • Assist with Agricultural Water Use Permitting.
  • In conjunction with other Ag Team members manage three contracts/agreements: AGSWM Agreement with the USDA-NRCS the Privately Outsourced Mobile Irrigation Lab (PrOMIL) and the Soil Scientist Technical Assistance contract.
  • Engage in regular communications with program-related teams and stakeholders on program status problem identification and generation of solutions.
  • Coordinate with federal state and local agencies on agricultural issues.
  • Participate in District emergency management activities and other division activities as needed.
  • Apply knowledge of engineering principles project management scientific findings and applicable laws to evaluate plan design and complete surface water-related projects.
  • Dedicate a substantial amount of time in the field throughout the District engaging with the agricultural industry to ensure adherence to and provide assistance with District regulations and policies.
  • Demonstrate a strong commitment to enhancing environmental resources and supporting the agricultural community.

    Working Conditions

    Employee works in both a standard office environment and in the field. Regular travel during the workday is required.

    In-office: Performs continuous repetitive tasks (to include keyboarding) with one or both hands. Occasionally lifts and carries objects up to 10 pounds. Occasionally requires bending and reaching above shoulder level.

    In-field:Work performed in the field may often be in remote and undeveloped areas of the District under adverse weather conditions. Travel and some outdoor labor may be required. May be exposed to extremes in elements temperature and humidity and to a variety of pests including mosquitoes and ticks. Must be able to able to bend lift carry and reach above
    shoulder level. May occasionally require the ability to lift and carry objects weighing up to 20 pounds. Must be able to operate a motorized vehicle for extended periods some driving may be in off-road (4x4) conditions.

    Employee may be subject to call-in outside of regularly scheduled work hours or required to be on call including on nights weekends or holidays to respond to emergency management activities or other incidents requiring rapid response in support of District operations.

    Required Credentials for Engineer Opportunity

    Engineer 1

    • Bachelors degree (or higher) in Water Resources Engineering Environmental Engineering Civil Engineering or related field
    • Valid drivers license

    Engineer 2

    • Bachelors degree (or higher) in Water Resources Engineering Environmental Engineering Civil Engineering or related field
    • Two (2) years related work experience
    • Valid drivers license

    Engineer 3

    • Bachelors degree (or higher) in Water Resources Engineering Environmental Engineering Civil Engineering or related field
    • Four (4) years related work experience
    • Valid Florida Professional Engineer license
    • Valid drivers license

        Application Process

        The District will determine eligibility for employment solely from the information provided on a District employment application. All applicants are required to complete in full the District employment application. Incomplete applications will not be considered. Applicants who are within 30 days of graduation if selected are not allowed to start until all minimum qualifications are met.

        Additional Details

        This position is typically scheduled to work 40 hours per week Monday to Friday out of the Tampa Brooksville Bartow or Sarasota FL office however some remote work may be available. This position is eligible for compensatory time for hours worked over 40 hours in a week.

        Yes. Frequent travel using District vehicle within Districts coverage area.
