Job Description

RLM has since broadened its geographic presence with offices in Kansas Kentucky Illinois Florida Texas and Michigan while continuing to focus on supporting regional and smaller telecommunications providers across these markets.
Position Overview:
RLM Underground seeks a Pre-Construction Manager to oversee all planning estimating and coordination activities prior to the start of telecom infrastructure projects. This includes fiber optic networks cell towers small cell deployments and related civil works. The role bridges the gap between business development engineering and construction teams to ensure projects are scoped accurately budgeted effectively and scheduled realistically.
Key Responsibilities:
- Collaborate with sales engineering and project management teams to define project scope and technical requirements.
- Work with Business Development to create detailed cost estimates bid packages and preliminary schedules for telecom construction projects.
- Review site surveys utility maps and permitting requirements to identify risks and constraints.
- Coordinate with production crews subcontractors and vendors to obtain competitive pricing and availability.
- Lead constructability reviews and value engineering efforts to optimize design and cost.
- Ensure compliance with local state and federal regulations including permitting and environmental requirements.
- Prepare and present pre-construction deliverables to clients and internal stakeholders.
- Support the transition from pre-construction to active construction by briefing field teams and ensuring continuity.
Job Type: Full Time
Salary: Based on experience and will include bonuses for performance and meeting deadlines.

Required Skills & Qualifications:
- 10 years of experience in telecom construction with at least 2 years in a pre-construction role.
- Strong understanding of telecom infrastructure (fiber wireless small cell DAS).
- Excellent communication and negotiation skills including the capacity to engage with all levels of an organization.
- Ability to manage multiple projects and deadlines simultaneously.
