The City of Oxnards Building and Engineering Division of The Community Development Department is seeking a Plan Check Engineer.


WHAT YOULL DO:
  • Check and review proposed construction project plans for compliance with the California Building Standards Code the City of Oxnard Building Codes and with Civil Engineering principles.

  • Communicate via multiple formats verbal (in person and electronically) and non-verbal written (electronically and hand written) communication forms may include but are not limited to in-person at the counter at public meetings etc

  • Work with counter staff and public to assist in review of plans assisting in answering questions work to educate the general public customers as well as staff on various aspects of the building code and requirements enforced by the Building and Engineering Division.

  • Work the front counter to assist clients with code questions and reviewing plans.

DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Assistant Engineer in that it provides advanced journey-level engineering and construction project management work.

SUPERVISION RECEIVED/EXERCISED:
As assigned incumbents may serve as lead workers assigning work and monitoring work completion. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact the achievement of a deadline organizational policy or procedure or in consideration of risk management


WORK SCHEDULE:
The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am to -5:00pm. Depending on the work assignment staff may be assigned to a shift that is outside the standard work hours. In addition this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. The City of Oxnard does not offer hybrid or remote work.

Essential Functions

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.

  • Reviews evaluates develops and/or verifies plans specifications proposals contracts designs and/or other technical documents; monitors compliance with goals standards policies procedures codes regulations and related laws. May assign work and monitor the completion of work by others.
  • Coordinates reviews and meetings with architects engineers departments/divisions regulatory agencies inspectors consultants public representatives and/or other engineering project/program- related resources; provides technical subject matter expertise and professional engineering support; reviews and reports on progress of action items and/or projects.
  • Troubleshoots investigates and resolves issues related to projects or processes in assigned area; monitors compliance-related items and issues; performs research and analysis; provides recommendations and implements solutions.
  • Prepares and maintains reports studies agendas schedules correspondence estimates technical engineering documents and/or other project management-related documentation; delivers presentations; researches prepares and presents recommended solutions and process enhancements.
  • Performs other duties of a similar nature and level as assigned.

Positions assigned toplan reviewmay be responsible for:

  • Responding to questions regarding building codes;

  • Provide technical support to building and development services front desk staff;

  • Providing project management for residential/commercial building projects.

  • Performs field inspections as necessary to resolve problems that arise during construction.

  • Performs engineering calculations and analyses in the examination of submitted architectural engineering and building plans

  • Performs engineering and architectural plan reviews to be in conformance with national regional and local building codes laws and ordinances.


Minimum Qualifications

The following are minimal qualifications necessary for entry into the classification:

Education:
  • Bachelors degree in engineering architecture construction management or directly related field
Experience:
  • Three (3) years of professional engineering architecture and/or construction/ project management experience in area of assignment
License/Certificate:
  • California Engineer in Training (EIT) registration

  • Valid California Class C Drivers License with a satisfactory driving record

OTHER REQUIREMENTS:

  • Must be able to communicate in English effectively both orally and in writing
  • Must be a current City of Oxnard employee in the Community Development Department

Positions in this classification are represented by theService Employees International Union (SEIU).

NOTE:For most positions the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.

Regular and reliable attendance effective communication skills and development of effective working relationships are requirements of all positions.

Employees are required to participate in the Citys direct deposit plan and are paid on a bi-weekly basis.

This position requires a 12 month probationary period.

Pursuant to California Government Code Section 3100 all public employees are required to serve as disaster service workers subject to such disaster service activities as may be assigned to them.
