Position Description

The Civil Service Department believes that every employee plays a vital role in shaping the future of our city. Within this mission the Public Safety Exams Unit plays a key role in ensuring a fair transparent and legally compliant hiring process for public safety positions. We design and administer merit-based entry-level and promotional exams for the Seattle Fire and Police Departments under the direction of the Public Safety Civil Service Commission (PSCSC). Our goal is to ensure that civil service exams are equitable accessible and aligned with best practices.


To support this important work we are seeking a Public Safety Exams Analyst to contribute to the administration of civil service exams and to support reporting administrative coordination and process improvement efforts.

Job Responsibilities

The three main focus areas for this role include:

Public Safety Candidate Customer Service and Support:

  • Serving as a primary point of contact for police candidates providing timely and helpful support throughout the civil service exam process.
  • Conducting outreach resolving issues related to applications or testing processing candidates in NEOGOV (the Citys applicant tracking system) and maintaining accurate communication records.
  • Collaborating with Seattle Police Department (SPD) staff to ensure a seamless transition from civil service testing to SPDs pre-employment steps.
  • Improving and maintaining candidate communication practices to enhance the testing and application experience.


Exam Development and Administration Support:

  • Assisting senior analysts in developing and administering entry-level and promotional exams with a focus on police exams.
  • Supporting logistical and administrative tasks such as managing contracts and invoices facilitating exam development committees and responding to records requests.
  • Providing on-site logistical support during exam administration including setup coordination and post-exam processes.


Data Analysis Reporting and Process Improvements:

  • Supporting research reporting and data analysis activities to evaluate and improve exam processes.
  • Assisting in interpreting dashboards and producing actionable reports.
  • Helping identify and implement improvements in outreach candidate support and civil service exam practices.
  • Participating in cross-departmental initiatives aimed at improving the broader police hiring experience.

Experience in:

  • Supporting coordinating and administering employment-related examinations (written oral board working tests practical exams certifications etcetera) particularly public safety civil service or apprenticeship scenarios.
  • Conducting basic data analysis interpreting results and utilizing data to inform decision.
  • Researching and interpreting rules regulations contracts and policies accurately.
  • Managing and monitoring contracts invoices and related documentation.
  • Project coordination and problem solving.
  • Utilizing Microsoft Office tools including Word Excel PowerPoint and Outlook.

Qualifications

In addition to the qualities mentioned above you will need to possess the below required qualifications (or a combination of education training or experience which provides an equivalent background required to perform the work of the class):

  • A Bachelors Degree in Human Resource Management Business or Public Administration Social Sciences or a related field
  • Two years of experience in human resources professional personnel administration facilitating public safety or other civil service exams or other related experience


OR

  • An Associate Degree in Human Resource Management Business or Public Administration Social Sciences or a related field
  • Three years of experience in human resources professional personnel administration facilitating public safety or other civil service exams or other related experience


OR

  • Four years of experience in human resources professional personnel administration facilitating public safety or other civil service exams or other related experience


As well as:

  • A current Washington State Drivers License
  • Ability to pass a criminal background check

Additional Information

This civil-service position is eligible for overtime and is classified as a Public Safety Civil Service Examiner and requires the ability to lift 30 pounds and work overtime evenings and weekends. The full pay range for this step-progression position is $45.74 - $53.27 per hour. New employees begin at Step 1 of the pay progression which is $45.74 hourly. Current City employees starting rate of pay will be based on Personnel Rules regarding promotions.


First round interviews for this position are tentatively scheduled for Thursday July 17 and/or Friday July 18 2025. Second interviews are scheduled for Tuesday July 29 2025.

The work associated with this position will require the ability to lift 30 pounds and work overtime evenings and weekends. This position supports a flexible work arrangement. While certain job functions require on-site presence other tasks may be completed remotely. The balance between remote and in-person work will be determined in coordination with the supervisor based on operational needs. On-site work will take place in downtown Seattle as well as exam administration locations in and around the Seattle metropolitan area.


Individuals selected to fill this position may be eligible to receive Language Premium Pay (SMC 4.20.360) which provides a $200.00 monthly stipend to qualified bilingual employees who are properly evaluated and assigned to provide direct communication in-language interpretation or translation services to the public on behalf of the City of Seattle.
