Our GO Expansion Property Acquisitions team within the Pre-Construction Services Division of the Capital Projects Group (CPG) is growing and looking for a Senior Property Officer. The successful candidate will fill a key role in the day-to-day activities related to ensuring that Metrolinx acquires property rights necessary for various GO Expansion projects in accordance with Ministry of Transportation and corporate guidelines. This is a great opportunity to make significant contributions to a project that is transforming transportation in the region.
What will I be doing
- Support project delivery teams in the identification and acquisition of property required to implement major infrastructure transit projects.
- Coordinate and collaborate with project delivery teams and internal and external stakeholders to acquire property and secure access to land requirements.
- Procure and oversee internal staff activities and external service providers in the delivery of property appraisals surveys legal agreementsenvironmental reports planning reports business valuationreports and other property-related documents.
- Provide subject matter expertise and support to project delivery teams by preparing property cost estimates identifying potential delivery risks and recommending mitigation measures to support project delivery objectives.
- Work closely with the property data management database (PETRA) to ensure information is updated correct and properly reflected in all reporting.
- Regularly review acquisition policies and procedures to ensure timely efficient and effective methods in closing property projects.
- Negotiate with property owners and provide oversight on contracts/fees with consultants.
- Prepare approval memos for property acquisitions as required by corporate policy.
- Provide inputs to monthly forecasts to ensure they are consistent with information in the capital project index.
- Coordinate the acquisition of land or interests by expropriation in accordance with corporate policy and procedures and the Expropriations Act including providing support to Legal Services and interacting with the Ministry of Transportation as may be required.
- Collaborate with the internal Asset Management and Real Estate Management teams to ensure a smooth transition and handover of property and files once the acquisition has been completed.
- Prepare coordinate and maintain property-related reports briefing documents and presentation materials for various client groups and senior executives.
- Organize and lead regular meetings with internal and external stakeholders to ensure assigned files are progressed with appropriate oversight speed and efficiency by internal and external experts.
What Skills and Qualifications Do I Need
- Completion of a university degree in land use planning urban land economics business administration communications architecture law engineering or a related field or a combination of education training and experience deemed equivalent.
- A recognized real estate planning project management and/or relevant professional designation would be an asset.
- Demonstrated experience in negotiations appraisals and acquisitions ideally working within an infrastructure/transit project environment.
- Experience with or knowledge of the Expropriations Act would be an asset.
- Strong knowledge of real estate practices and principles land titles commercial leasing property appraisals negotiations acquisitions and dispositions or land development.
- Experience with construction practices and understanding of construction documents would be an asset.
- Highly skilled in exercising tact initiative and resourcefulness to draft negotiate or amend agreements and contracts.
- Experience with various procurement methods both traditional and non-traditional (especially P3 progressive design-build) would be an asset.
- Exceptional analytical problem-solving negotiation oral/written/presentation skills.
