What We Offer

The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range an employee with this position will also be eligible for the following:

  • Educational Incentive An educational incentive of 2.5% for completion of an associate degree 3.5% for completion of a bachelors degree OR 5.0% for completion of a graduate degree.

The Department

The Information Technology Services Department (ITSD) works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs including project management business process improvement applications support voice/data infrastructure data security threat and vulnerability/risk management and extended staffing.

Payroll Title: Applications Architect/Supervisor

The Position

Under general direction directs the activities related to administering computerized databases including definition organization documentation long term requirements planning security and operational guidelines and performs related work as required.

Distinguishing Characteristics

The Applications Architect/Supervisor series is the highest professional/technical classifications within the Information Technology Services Department Application Services Division. The Applications Architect/Supervisor is distinguished from the Principal Applications Architect Supervisor and Senior Information Systems Analyst in that the latter two classifications have the authority to participate in the definition of County technology policies and procedures.

The Ideal Candidate

The ideal candidate will have recent technical experience in a lead role supporting and maintaining large and complex property tax financial or similar systems including overseeing the development of enhancements bug fixes and other development work. The candidate will have experience working with external support vendors and have an understanding of and experience in software development.

The Applications Architect/Supervisor position is represented by the Services Employees International Union (SEIU) and is eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular (including temporary and Fixed Term) Intermittent and Extra-Help vacancies within the Information Technology Services Department. There is currently one (1) Regular Full-time vacancy.

TENTATIVE SCHEDULE

Examples Of Duties

Duties may include but are not limited to the following:

  • Provides production support and coordinates maintenance for large and complex enterprise level systems
  • Coordinates project development and system maintenance requirements with users other IT Services staff vendors and outside agencies.
  • Serves as lead in performing research requirements definitions analysis development acquisition and implementation of hardware software and applications systems.
  • Designs system solutions and recommends the appropriate mix of current technologies to customer departments and internal management.
  • Plans organizes directs monitors and evaluates the performance of assigned project team members.
  • Ensures Service Level Commitments (SLCs) are being met for areas of responsibility.
  • Prepares progress and status reports for internal management and customer departments.
  • May supervise one or more subordinate staff.
  • Performs other related duties as assigned.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION TRAINING and EXPERIENCE

Extensive experience in computer systems analysis design and programming and serving in a technical lead capacity over programming staff and/or programmer analysts which has led to the acquisition of the required knowledge skills and abilities.

The required knowledge skills and abilities also can be obtained by possession of a bachelors degree in information systems computer science or a related field and three (3) years of systems analysis and programming experience; or one year of experience as an Information Systems Analyst or Data Systems Analyst within the County of Ventura Information Technology Services Department. Additional years of qualifying experience may be substituted for college education on a year-for-year basis.

NECESSARY SPECIAL REQUIREMENTS:

  • Three (3) or more years of recent work experience with:
    1. Providing production support and maintenance for large and complex enterprise level system
    2. Technologies such as JavaScript XML HTML CSSC Sharp SQL andAPI.
    3. Reporting tools such as Power BI;
    4. Relational databases
  • Ability to travel to conduct studies or troubleshoot throughout Ventura County;
  • Ability to work long hours to resolve technical problems or meet project deadlines;
  • Ability to work nights weekends and holidays on an on-call basis;
  • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.

DESIRED

  • Three (3) or more years of work experience with:
    • Property Tax and other financial systems
    • Configuration Management
    • Mobile App. Development
    • Workflow automation solutions such as CTRL-M
    • Experience with File Transfer Protocol FTP
    • Bachelors degree in information systems Computer Science or a related field.

KNOWLEDGE SKILLS AND ABILITIES:

Thorough knowledge of:

  • Current technology trends in the information systems field;
  • Methods and techniques used in defining application requirements data modeling and general systems analysis design and documentation;
  • Data base management systems;
  • Project estimation scheduling and management techniques;
  • Vendor contract negotiation and management.

Comprehensive ability to:

  • Facilitate and document customer functional and data requirements;
  • Propose the appropriate mix of technology and procedural solutions;
  • Analyze complex procedures and develop logical conclusions;
  • Develop project plans and achieve objectives;
  • Participate in the analysis programming testing and/or implementation of proposed systems;
  • Plan and supervise the work of others;
  • Communicate effectively both orally and in writing;
  • Maintain positive working relationships with customer departments and internal staff members.

TRAINING & EXPERIENCE EVALUATION:

A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently when the pool of candidates is exceptionally strong many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

NOTE: The selection process will likely consist of an Oral Exam which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E) contingent upon the size and quality of the candidate pool. In a typical T&E your training and experience are evaluated in relation to the background experience and factors identified for successful job performance during a job analysis. ORAL EXAMINATION 100%:

A job-related oral examination will be conducted to evaluate and compare participating candidates knowledge skills and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE:If there are three (3) or fewer qualified applicants an examination will not be conducted. Instead a score of 70% will be assigned to each application and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
