Job Description

Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland supporting important state programs and services including education public health and safety human resources and the environment. In addition to generating revenue from the sale of lottery products the MLGCA is also responsible for the oversight of the states casino gaming program providing direction and guidance to its casino partners on financial security regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering Daily Fantasy Sports and Electronic Bingo as well as Instant Ticket Lottery Machines which are located at almost 90 Veterans posts. Gaming in Maryland is a dynamic and growing business that operates around the clock 365 days of the year.

POSITION DUTIES

The Maryland Lottery and Gaming Commission is seeking a Gaming Auditor (Internal Auditor) to conduct compliance checks economy and efficiency reviews and program results of the Lottery. The incumbent of this position will also review evaluate and test internal controls in place at the video lottery casinos.

Position duties include but are not limited to:

  • Work under the supervision of Audit Supervisor to conduct scheduled audits of Casinos Bingo Halls and VFWs (planning fieldwork reporting follow-up).
  • Assist Audit Supervisor with the development of audit documentation (i.e. audit scope and objectives audit programs checklists and testing work papers).
  • Answer audit objectives obtain sufficient and appropriate evidence support conclusions and form appropriate recommendations that are auditable and feasible.
  • Assist Audit Supervisor with preparation and review of audit reports.
  • Travel to Casino Bingo Hall and VFW facilities to conduct audits.
  • Analyze document and perform testing of business processes at facilities.
  • Review and evaluate the adequacy and effectiveness of internal controls.
  • Review and evaluate compliance with internal control policies and procedures approved by the Maryland Lottery Commission.
  • Conduct interviews with casino personnel to ensure that the casino is complying with documented internal accounting controls.
  • Assist in daily administration of the Audit Department
  • Provide status reports to Audit Supervisor on a weekly basis
  • Perform special projects as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree in accounting from an accredited college or university or a Bachelors degree from an accredited college or university with 30 credit hours in accounting and related courses including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience conducting financial and operational internal audits that include elements for finance and compliance economy and efficiency and program results.

Notes:
1. Applicants who have met the requirements for admission to the CPA examination prior to July 1 1974 will be considered to have met the educational requirement referenced above.
2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a masters degree in accounting from an accredited college or universityfor one year of the required experience.
3. Candidatesmay substitute one year of professional accounting experience for one year of the requiredexperience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications. Include clear and specific information on your application regarding your qualifications.

  • Previous experience working in the gaming industry.
  • Previous experience developing and analyzing Internal Audits.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operators license valid in the State of Maryland.
