WHAT WE OFFER

The County of Ventura offers attractive compensation and a benefits package. In addition to the salary of approximately $70222.82 to $98524.56 annually an employee within this position will also be eligible for the following:


  • Merit Increases New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1040 hours (approximately 6 months) provided performance meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2080 hours (approximately one year) from the initial merit increase.
  • Educational Incentive- An educational incentive of 2.5% for completion of an associates degree 3.5% for completion of a bachelors degree OR 5% for completion of a graduates degree.
  • Bilingual Incentive- Incumbents may also be eligible for bilingual Incentive depending upon operational needs and certification skills.
  • Sick Leave- Full-time regular employees accrue 3.08 hours of sick leave per pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.
  • Vacation Accrual -New regular full-time employees shall accrue approximately 14 days of vacation a year for the first 10400 hours or 5 years of service; vacation accruals increase atand 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.
  • Vacation Redemption-After 14560 hours of continuous County service (equivalent to seven (7) years) an employee may elect to cash in or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
  • Deferred Compensation- Eligible to participate in the Countys 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
  • Health Plans Full time regular employees are afforded a flexible credit allowance for purchasing medical dental and/or vision insurance from a group of authorized plans: Tier one for employee only is $509 per pay period tier two for employee plus one is $779 per pay period and tier three for employee plus family is $983 per pay period.
  • Flexible Spending Accounts- Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
  • Pension Plan- Participation in the Countys defined benefit plan.
  • Holidays-12 paid days per year which includes a scheduled floating holiday.
  • Additional Benefits-Tuition Reimbursement Employee Assistance Program Life Insurance Wellness Program.


VENTURA COUNTY
The Countys 1873 square miles include 1846 square miles of land with 42 miles of coastline which is home to the following cities and points of interest: Camarillo Fillmore Moorpark Ojai Oxnard Port Hueneme Santa Paula Simi Valley Thousand Oaks and Ventura as well as national protected areas such as parts of the Angeles National Forest Channel Islands National Park and the Santa Monica Mountains National Recreation Area.Ventura County is a general law county governed by a five-member elected-by-district Board of Supervisors. The Supervisors appoint a County Executive Officer (CEO) to oversee the County budget day-to-day operations and to advise assist and act as an agent for the Board of Supervisors in all matters under the Boards jurisdiction.


THE AGENCY
The primary goal of the Resource Management Agency (RMA) is to protect the health safety and welfare of the general public through administration and enforcement of County ordinances Board policy and state and federal laws regarding land use and commercial and environmental regulation. The agency includes five divisions: Environmental Health Building & Safety Code Compliance Operations and Planning. RMA also plays an important role in economic development by assisting County residents and businesses in obtaining permits needed to construct new or reconfigured buildings start new businesses such as home occupations restaurants and food service establishments and agricultural enterprises.

THE DIVISION

The key responsibility of the Environmental Health Division is to protect public health and the environment by ensuring conformance with State laws and County ordinances pertaining to the following programs: food protection hazardous materials hazardous waste individual sewage disposal systems land use medical waste ocean water quality monitoring recreational health solid waste underground fuel tanks and vector control.


THE POSITION

Under general supervision performs work leading to the acquisition of a comprehensive knowledge of applicable ordinances rules laws regulations instruments principles practices and programs in the Environmental Health division; and performs related duties as required.


The ideal candidate will have a Bachelors Degree in a related field and possess strong interpersonal abilities and demonstrate communication and organizational skills to interact with staff from the Environmental Health Division RMA IT and Accela Enterprise Team as the division Accela Automation and software database liaison; communicate effectively orally and in writing; coordinate and resolve divisions requests for technical and business changes; and effectively respond to public inquiries. The candidate will also have experience with Accela Automation and software database regulating programs products.


Distinguishing Characteristics:


The RMA Technician III is the advanced journey level in the classification series and receives only occasional instruction or assistance as new unusual or emergency situations arise. The RMA Technician I is the entry level in the RMA Technician series and incumbents initially work under immediate supervision continue to develop skills and knowledge and perform most of the duties of a division of the Agency. Incumbents at the RMA Technician II journey level are qualified to perform the regularly assigned job duties under general supervision.


PAYROLL TITLE & APPROXIMATE SALARY:

Resource Management Agency Tech III: $33.76 - $47.37 per hour

Examples Of Duties

Duties may include but are not limited to the following:

  • Provides technical assistance for the Accela Automation & software database business analytics service or platform regulating program products to users within Environmental Health Division (EHD).
  • Directly responsible for customer contact/support with EHD on the Accela Automation & software database products - responsible for first level troubleshooting. Requires the ability to assess resolve the issues or elevate to next service level in a timely manner.
  • Interacts with EHD to respond to their software database service requests submitted to the Ventura Automation Service Request screens incoming requests/problems arranging items by priority for processing tracks jobs and provides follow-up/resolution to requesting user.
  • Provides general information to the public in response to questions about the future EHD Web Applications and products.
  • Ensures Accela Automation & software database conformance in daily operation; identifies tools and implements methods to monitor program performance and quality control such as metric reports to meet program needs in collaboration with the Enterprise team.
  • Coordinates service requests within automation system.
  • Works to resolve ongoing EHD Section problems associated with the Accela Automation & software database products and corrects them or coordinates resolution with RMA IT and Accela Automation Enterprise team.
  • Works directly with the Accela Automation Enterprise Team and EHD management in product development testing and with Users Acceptance Testing (UAT) to coordinate required activities such as testing and enhancements.
  • Prepares required reports identifies program needs and/or changes service delivery methods.
  • Develops business processes for EHD users and maintains system documentation.
  • May assist management of EHD in establishing priorities and planning office automation needs in consultation with RMA-IT.
  • Conducts research for special programs/projects in order to assist EHD to meet program objectives through Accela Automation & software database products.
  • Conducts trainings for EHD users on software database use and prepares user training manuals/documents.
  • Prepares initial business analysis for review.
  • Performs other related duties as assigned.

EDUCATION TRAINING and EXPERIENCE

Resource Management Agency Tech III

Considerable experience and/or education that has led to the acquisition of the required knowledge skills and abilities to perform the assigned duties in the applicable RMA division. The required knowledge skills and abilities also can be obtained by completion of four (4) or more years of related experience in the areas of customer service business analysis and reports and software applications.

Substitution:

A Bachelors degree in a field related to the specific area may substitute for twelve (12) months of experience.

NECESSARY SPECIAL REQUIREMENTS:

  • Possession and maintenance of a valid California driver license.
  • Must be willing to travel within the county to conduct training or troubleshoots at both the Ventura and Simi Valley Environmental Health Offices.

DESIRED:

  • Experience working with enterprise-level automation or permitting platforms.
  • Familiarity with environmental or regulator data management systems.
  • Strong written communication skills including the ability to develop technical documentation reports and project materials.
  • Proficiency in working with relational database systems particularly Microsoft SQL Server.
  • Experience creating and managing data reports using reporting tools such as Crystal Reports or similar platforms.

KNOWLEDGE SKILLS and ABILITIES

Comprehensive knowledge of:

  • The methods terminology policies procedures regulations codes ordinances local laws State laws/regulations Federal laws/regulations related to assigned area.
  • Knowledge of modern office procedures and automated equipment.
  • Principles techniques and regulations in Environmental Health permitting invoicing Accela integration and business analytics service.

Ability to:

  • Collect read interpret & evaluate data to perform minor system application maintenance/repairs.
  • Develop independence in the responsible performance of assigned duties.
  • Effectively use investigation techniques to identify business needs and assist in determining solutions to primarily Envision Connect -including analysis for report building.
  • Develop and maintain effective working relationships with others.
  • Effectively communicate orally in writing and provide presentations to all levels of staff in an organization.

Skilled in:

  • Excellent customer service processes.
  • Strong organizational skills in managing multiple tasks and deadlines.

Supplemental Information:

Depending upon the level and specific RMA section most of the positions work primarily indoors in an office environment with frequent public contact. On occasion may be required to work overtime or flexible schedule to resolve production problems or meet deadlines. Also may work nights weekends and holidays on an on-call basis. Incumbents may be required to perform tasks which include lifting and carrying up to thirty (30) pounds; bending; stooping; reaching above shoulder level; and keyboard entry on common word processing and data base programs.

TRAINING & EXPERIENCE EVALUATION qualifying:A Training and Experience Evaluation (T&E) may be used in lieu of an oral examination. A T&E evaluation is a structured evaluation of the job application materials submitted by a candidate including the written responsesto the supplemental questionnaire. The T&E evaluation is NOT a determination of whether the candidate meets the stated requirements; rather the T&E evaluation is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E evaluation applications are either scored or rank ordered according to criteria that most closely meet the business needs of the Agency. Candidates are typically scored/ranked in relation to one another; consequently when the pool of candidates is exceptionally strong many qualified candidates may receive a score or rank which is moderate or even low and may result in them not advancing in the process.

NOTE: In a typical T&E evaluation your training and experience are evaluated in relation to the background experience and factors identified for successful job performance during a job analysis. For this reason it is recommended that your application materials clearly show your relevant background and specialized knowledge skills and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. ORAL EXAMINATION 100%:A job-related Oral Examination will be conducted to evaluate and compare participating candidates knowledge skills and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the must earn a score of seventy (70%) percent or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants an oral examination will not be conducted. Instead a score will be assigned to each application based on established criteria. Such score will be considered the final score for placement on the eligible list.

ELIGIBLE LIST

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term) Intermittent and Extra Help vacancies for this and similar positions within the Resource Management Agency. There is currently one (1) Regular vacancy within the Environmental Health Division.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year
