Description

Program Management and Budget Advisor- Program Analyst II

This position requires an active Secret clearance. A demonstrated professional-level proficiency in Spanish and/or Portuguese language.

The employee will support the Deputy Director for Office of Policy Planning and Coordination Strategy and Resources Unit in the Bureau of Western Hemisphere Affairs with expert program planning execution and monitoring; communicate program objectives and policies; oversee training needs; monitor foreign assistance performance; coordinate policy issues; and track and coordinate foreign assistance grants.

Compensation & Benefits:

Estimated Starting Salary Range for Program Management and Budget Advisor- Program Analyst II: $100848.37

Pay commensurate with experience.

Program Management and Budget Advisor- Program Analyst II Responsibilities Include:

Expert Program Planning Execution and Monitoring

  • Support the identification and resolution of programming issues communicating them to WHA for comprehensive resolution.
  • Maintain knowledge of federal and State Department-specific regulations providing expert support in program analysis planning policy development operations and related areas.
  • Provide briefings on meetings briefings and program statuses to senior officials.
  • Assist with grant coordination within PPC ensuring foreign policy alignment with WHAs Office of Public Diplomacy Affairs.
  • Offer expert assistance in program planning and design review implementer reports and recommend corrective actions to ensure awards are properly managed.
  • Analyze and present WHA-specific program and budget proposals to State Department grant panels.
  • Collaborate with State Department offices to develop and performs needs assessments collecting and disseminating program data.
  • Conduct and coordinate briefings on grant program design solicitation and performance management for WHA officers and staff.
  • Design and implement WHA-specific training on program design solicitation and performance management for WHA officers and staff.
  • Develop and maintain outreach materials for training and representation purposes.
  • Represent WHAs program objectives to State Department and USG offices liaising with WHA offices interagency offices and WHA posts involved in program administration and funding acquisition.
  • Coordinate with allies partners private sector universities and civil society to meet collaboration goals.
  • Conduct and coordinate briefings on grant program design solicitation and performance management for WHA officers and staff.
  • Provide oversight and technical assistance for grants managed overseas.
  • Provide regular briefings and advice to WHA/PPC staff other Department bureaus and senior WHA personnel.
  • Independently conduct site visits performance audits and financial reviews of assistance programs.
  • Conduct analyses and coordinate policy issues associated with USG assistance programs particularly for Central America.
  • Liaise between WHA offices and conveying policy issues to stakeholders.
  • Make budget planning recommendations to WHA and Grants Officers.
  • Develop and track foreign assistance funding expenditures.
  • Recommend budget allocations to WHA leadership.
  • Manage the clearance and routing process of CNs tracking Congressional holds on foreign assistance.
  • Coordinate draft and submit Congressionally-required spend plans and reports.
  • Performs other job-related duties as assigned

Program Management and Budget Advisor- Program Analyst II Experience Education Skills Abilities requested:

Education

  • Bachelors Degree combined with additional training or certifications in and/or five years experience in international politics/foreign policy research & evaluation social science or other related fields. OR Masters Degree in international politics/foreign policy research & evaluation social science or other related fields. Required
  • Education and/or equivalent experience in Latin America issues.

Experience

  • 1-2 years or experience assisting in the planning of conferences events grants management trainings or presentations for senior officials. Required
  • 1-2 years demonstrated on-the-job experience with budget planning and execution and collating quantitative and qualitative data. Required
  • Experience in public outreach campaigns and training to diverse audiences. preferred

Skills

  • A demonstrated professional-level proficiency in Spanish and/or Portuguese language. Required
  • Knowledge of State Department and federal grants management. Required
  • Understanding of Congressional appropriations budget allocation and notification procedures preferred

Abilities

  • Ability to communicate in English effectively both orally and in writing to formulate and provide presentations and recommendations

Soft Skills

  • Strong organizational communication interpersonal and computer skills.

  • Requires Active SECRET Security Clearance
  • Must pass pre-employment qualifications of Cherokee Federal
  • Travel twice annually
