Summary of Job Duties:

The Chief Human Resources Officer oversees the Division of Agriculture Human Resources function including federal and UA benefits programs federal and UA retirement plans employee leave and disability programs employment position classification compensation performance management employee relations disciplinary actions and terminations faculty and staff functional training employee personnel records and personnel policy and procedures.

This position directs operations of the Human Resources function including hiring training supervision and performance evaluation of the Human Resources staff. This position also collaborates with Administration in the development of human resources strategy and performance as well as conducts special projects. The position reports directly to the Associate Vice President of Finance and Administration.

Job Duties:
Collaborates with Administration in the development of human resources strategy and performance.
Recommends maintains and oversees implementation of compensation and classification systems in accordance with applicable federal and state laws and regulations including:
developing updating and implementing compensation policies and procedures;
auditing compensation records for internal and external equity;
recommending institutional salary/pay ranges;
administering and advising on requests for compensation/position review
determining justification for personal services requests;
determining position titles and classifications;
overseeing merit systems;
utilizing provisional and pool positions;
classifying and reclassifying positions;
documenting concurrent employment;
conducting salary surveys;
preparing audit responses;
working closely with Division Business Office/Finance Unit; and
administering the unemployment compensation/hearing process.

Oversees administers and assists recruitment and retention efforts.

Ensures compliance with and proper administration of personnel policies and procedures.

Responsible for unification of personnel/employment program procedures and approach across the Division.

Oversees administration communication counseling recordkeeping and documentation of the Divisions employees and candidates federal and UA benefit and retirement programs employee leave and disability programs workers compensation and the UA wellness program for active employees and their families retirees surviving spouses and dependents.

Oversees implementation user training and administration of the employment software system for hiring applicant tracking and position description documentation.

Participates in certain immigration and visa activities including administration and maintenance of required paperwork and ensuring publication of required notices.

Responsible for performance management and employee performance evaluation programs including advising Administration and supervisors on employee performance expectations evaluation instruments and performance improvement plans.

Conducts and oversees investigation pertaining to workplace infractions including those involving suspected improprieties concerning an employees moral ethical or behavioral conduct; meets with supervisors and employees to manage conflicts and resolve disputes before they reach the formal grievance stage. Works closely with the Office of Program & Employment Compliance regarding non-discrimination strategies and formal complaint resolution.

Manages the Employee Assistance Program.

Responsible for creation interpretation and communication of Division personnel policies and other related policies procedures and templates. Ensures Division personnel policies are compliant with UA Board of Trustees and System-wide policies.

Maintains in-depth knowledge of employment-related state and federal laws and regulations to assure legal compliance. Maintains knowledge of industry trends and legislation with implications for personnel administration.

Provides faculty and staff training related to Human Resources functions policies and procedures for orientation conferences and workshops and the in-service training program.

Supervises Human Resources managers located in Fayetteville and Little Rock; coordinates personnel matters and reporting with the Division Compliance Officer and on appropriate issues the Associate General Counsel for the Division.


Qualifications:

Minimum Qualifications

This position requires a Masters degree in a relevant discipline plus seven (7) years of relevant professional experience including two (2) years in a supervisory or managerial capacity. Working knowledge of applicable federal and state employment laws and other laws affecting liability and compliance.

Preferred Qualifications

  • Leadership role in human resources at an Arkansas state-supported institution of higher education.
  • SHRM certification.
  • Experience with Workday or similar ERP system.

Knowledge Skills and Abilities

Ability to speak & write clearly & communicate ideas successfully. Ability to organize plan & prioritize work. Ability to attend to details while simultaneously handling multiple projects. Ability to analyze interpret & apply relevant regulations policies & procedures. Initiative to learn & maintain current knowledge in area of assignment. Physical & mental ability to effectively perform duties & responsibilities related to the job which may include long & irregular hours of work.
