PRIMARY DUTIES & RESPONSIBILITIES
Hiring Salary: $39.63 - $49.52/hour

OVERVIEW OF POSITION / DEPARTMENT
Aurora Water Aurora Water is responsible for the operation and maintenance of the drinking water sanitary sewer and storm drainage systems treatment of drinking water and non-potable reclaimed wastewater for irrigation billing and
collection public outreach and water conservation acquisition and development of future water rights major capital projects programs and quality control for regulatory compliance and public health.
The SCADA Instrumentation Lead is responsible for QA/QC support on water/wastewater projects and acts as team lead for instrumentation and controls technicians. The SCADA instrumentation lead will review instrumentation plans and provide technical guidance to Project Delivery Services (PDS) and assistance with project check out for FAT/SAT testing and provide programming integration as needed. The SCADA Instrumentation Lead attends project meetings and provides input for programming and instrumentation standards. They will also assist the SCADA I&C Supervisor with evaluating Instrumentation and Controls (I&C) technicians abilities provide training and when needed the SCADA Instrumentation Lead will schedule supervise direct and manage I&C staff during the absence of the Supervisor. They will ensure the integrity and reliability of all electrical instrumentation and control systems including installation troubleshooting and continued calibration and maintenance within City of Aurora Water Facilities.
PRIMARY DUTIES & RESPONSIBILITIES
- Oversee the installation troubleshooting calibration and maintenance of electrical power systems instrumentation and control system equipment communications and associated equipment in designated area
- Collaborate with cross-functional teams to identify opportunities for process optimization and automation
- Assists supervisor with budget and developing employee-training and performance plans
- Assist with creating schedule for testing of all electrical and instrumentation equipment
- May serve in acting capacity for the supervisor during absences
- Maintain positive relationship with internal and external customers
- Oversee the troubleshooting and repair of I&C equipment including PLC low voltage and medium voltage equipment
- Research I&C problems and issues and propose corrective actions
- Monitor control and procure adequate inventory of I&C spare parts (as required)
- Mentor/coach a team of employees on proper I&C procedures and assist I&C techs to resolve associated problems
- Provide direction for system upgrades expansions and new installations.
- Contributes substantially to the development of specifications for repair parts and new equipment
- Works with SCADA Instrumentation supervisor to create and teach training curriculum for the purpose of staff development
- This position requires ON Call/Standby schedule rotation

MINIMUM QUALIFICATIONS & WORKING CONDITIONS
An equivalent combination of education training and experience that demonstrates required knowledge skills and abilities may be considered.
Qualifications:
- Must have comprehensive instrumentation and controls design and installation experience including calibration repair troubleshooting of electronic process control equipment motor control centers VFD installation and configuration on working SCADA systems.
- Must have proven advanced PLC and OIT (HMI) programming experience.
- Must have experience in operating and maintaining controls equipment i.e.: valve actuators analyzers controls panels MCCs Switchgear Leadership project integration and equipment commissioning and problem-solving skills
- Ability to read and follow electrical one-lines and P&ID drawings
- Functional proficiency in MS Office products (Excel Word Outlook)
- Must have proven leadership supervisory or team lead skills
Education:
- High School Diploma or GED
Experience:
- Four (4) years of experience in instrumentation troubleshooting calibration and maintenance of electrical power systems instrumentation and control system equipment communications and associated equipment
Knowledge:
- Extensive knowledge of the NEC principles of process control electronics electrical equipment programmable controllers and related computers customer service mechanical procedures including flow control equipment and process controls
- Knowledge of the application and programming of automated process control equipment and SCADA software
Skills:
- Proficient in troubleshooting calibrating and repairing process controls SCADA controls and low voltage equipment
- Proficient VFD and soft start motor controlling device troubleshooting and commissioning
- Proficient at the programming of PLCs and OITs without assistance
- Proficient electrical and mechanical troubleshooting. (480 Volt AC 120 Volt ac 24 Volt ac/dc 12 Volt Ac/dc)
- Proficient with Microsoft Office applications and CMMSs are desirable
- Knowledge of Troubleshooting security access control
Abilities:
- Ability to establish and maintain effective working relationships with other employees and citizens
- Ability to read P&ID and electrical drawings schematics and blueprints
- Effectively evaluate and train other employees
- Communicate effectively both orally and in writing technical information and instructions
- Work quickly and safely under pressure of emergency situations
- Ability to work standby on a rotating basis and/or callback duty
- Standby duty requires a 45-minute response time to the candidates normal place of work
- Ability to assist with SOP creation and maintenance
- Ability to commission startup and perform system integration of new facilities to Aurora Water
- Ability to work overtime when needed
- Ability to work standby on a rotating basis and/or callback duty
Licenses and Certifications Required:
- Colorado Drivers License with a good driving history
- ISA Certified Control Systems Technician (CCST) certification (demonstrated ability to obtain within 6 months of the first ISA testing window will be considered).
WORKING CONDITIONS
Essential Personnel:
When a local announcement of emergency or disaster is declared by the city all City of Aurora employees may be required to work as essential personnel.
Physical Demands:
- Moderate physical work requiring the ability to lift and carry objects weighing up to 50 pounds with or without assistance
- Continuous walking and standing for inspections and testing
- Frequent pushing pulling bending crouching/stooping
- Climbing of ladders to test and inspect electrical systems
- Hand/eye coordination to operate a computer testing and calibration equipment
- Hand/foot coordination for operation of a vehicle to travel to remote sites
- Normal color vision to determine wire colors and to read manuals test instruments and other written material
- Hearing and listening to troubleshoot electronic equipment and communicate on telephone and radio
Work Environment:
- Works both indoors and outdoors in all weather conditions Hot and Cold with exposure to noise dust and fumes
- Work around and with chemicals standard to the water industry
- Exposure to high/low voltage electrical equipment
- Works in tight confined spaces and at high heights
Equipment Used:
- Operates motor vehicle
- Uses and/or operates calibration and electronic testing equipment
- Utilizes computers and a variety of associated hardware and software
