GENERAL DESCRIPTION:


Under the direction of the Fiscal Services Manager and the Chief Financial Officer and in consultation with division administrators and program managers prepare and submit biennial and supplemental department budget requests within the requested deadlines. The current budget is $2 billion. This position will also oversee the preparation and submittal of NAFR (new/adjusted funds request) and B-11 requests to the State Budget Department. Furthermore this position will have reporting responsibilities to include: Data warehouse/Database management department budget projections ad hoc requests for use by the Director the CFO State of Wyoming agencies other state agencies and the Legislative Services Office (LSO).

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.


  • With the consultation and assistance of Division Administrators Program Managers and under the direction of the Fiscal Services Manager the Chief Financial Officer and the Department Director prepare and submit biennial and supplemental budget requests.
  • Provide direction and guidance on budget preparation instructions and procedures. Conduct analysis of program budget requests to determine compliance with state statutes performance justification in relation to the agencys strategic plan appropriate information and format and need for additional funds.
  • Review and finalize budget request with the Agency Director the CFO the Fiscal Services Manager the Deputy Directors and Division Administrators.
  • Provide and collect information per legislative request.
  • Provide information on lease phone ITD costs and net to zero changes to the State Budget Department for the preparation of the Standard Budget.
  • Resolve concerns about positions funding prior expenditures budget expense organizations and other matters affecting the standard budget with the State Budget Department.
  • With input from program managers prepare the Chapter 17 report.
  • Enter and correct information on the IBARS system.
  • Develop and submit the WDH Cost Allocation plan to the federal agency responsible for approval. Coordinate revisions and corrections annually.
  • Oversee the preparation of the Indirect Cost statements and submittal to Fiscal Managers for review and approval. Oversee transfer of funds to A&I.
  • Manage the fiscal data warehouse/database for intra- and inter-agency reporting. Develop reports for the Fiscal Services Manager and the Chief Financial Officer as requested. Support other units within the fiscal section for report development training and use.
  • Review and occasionally prepare and submit NAFRs and B-11 requests for submission to the State Budget Department to adjust budgets. Maintain files for those documents.
  • Prepare and collect information related to budget issues for the Fiscal Services Manager CFO Division Administrators legislators and federal/state officials as needed.
  • Provide consultation and information to the Fiscal Services Manager and/or CFO on budget and legislative matters fiscal procedures and staff concerns/issues.
  • Provide budget information for the annual report. Answer fiscal questions. Answer questions from other state and federal agencies.
  • Procure implement train and administer departmental fiscal software.
  • Update and maintain all employee budget coding.
  • Supervise develop and train the Budget Analyst.
  • Resolve concerns and problems within the budget area.
  • Provide WOLFS support for fiscal staff and complete miscellaneous duties as assigned.

Qualifications


PREFERENCES:


Bachelors degree in finance or business/public administration or equivalent state experience.
Preference will be given to candidates with: College-level degree in Accounting or Finance or equivalent experience to include the level of Senior Accounting Analyst (FIAC10).


KNOWLEDGE:


  • Knowledge of state budget practices policies and procedures.
  • Knowledge of state accounting practices policies and procedures and the WOLFS accounting system.
  • Knowledge of legislative practices and policies and state statutes.
  • Knowledge of funding sources and state match requirements.
  • Knowledge of agency and state human resources policies and procedures.
  • Ability to communicate verbally and in writing.
  • Knowledge of database spreadsheet and word processing applications.
  • Knowledge of WOLFS ad hoc reporting.
  • Knowledge of the Procurement process.
  • Knowledge of system administration and training practices.
  • General knowledge of the operation and procedures of the state government.


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in Finance)
Experience:
2-4 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Principal Accountant

Education & ExperienceSubstitution:
5-7 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Principal Accountant
