JOB TITLE: Talent Management Consultant

DURATION: 4 months (Until 31.12.2025)
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The CFO Office (CFOO) plays a crucial role in supporting the CFOs strategic initiatives and ensuring seamless coordination across the CFO Division. The CFOO engages with Directors Chiefs and key counterparts to foster collaboration and integrate a comprehensive organizational perspective on planning budget finance governance communication and performance best practices ensuring alignment with the CFOs mandate and corporate priorities. The CFOO also coordinates external interactions with the UN System the Executive Board Advisory and Oversight Bodies and engages with member states and donors.
Guided by its vision of being a strategic business partner supporting the organizations strategic shift and aligning with the release of the new Staffing Framework the CFO Division has identified its people as critical in supporting the transformation of the finance and budget role. The division plans to recruit a Talent Management consultant to augment existing capacity. The incumbent is expected to (in liaison with the HR division) to support the CFO division in implementing the people elements as the enabler in its Finance Strategy 2027 in alignment with the WFPs Duty of Care Framework and the People Policy
ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive within delegated authority):
Under the supervision of the lead Budget HR and Talent Management in the CFO Office or a designate the Consultant will have the following responsibilities:
HR Business Partner:
Maintain and share knowledge of best practices and collaborate in developing and implementing capability development initiatives to CFO Division staff on HR processes and tools. Provide strategic support in the design and rollout of new or enhanced HR policies systems and procedures to ensure alignment with regulatory framework and support WFP effectively.
In close collaboration with HR branches and subject matter experts in the various branches closely partner with and seek guidance on issues to ensure that any decisions and/or communication to staff members are in line with our framework and policies.
Facilitate the development of guidance for the CFO division workforce on interpreting and applying WFPs People PolicyHR policy framework and other key organizational-wide people initiatives
Coordinate with stakeholders on the policy/framework and any developments as and when they arise to evaluate the impact and effectiveness in HQ and the field.
Talent Acquisition & Strategic Workforce Planning:
Work with the CFO division Staffing Coordinator on International Professional staffing including the Reassignment processes and the FIT (Future International Talent) pool ensuring efficiency in flow of information in line with HR procedures and for Knowledge Management.
Strategic Workforce Planning support coordination work analysis and on compilation/validation of data required on forecast of the global finance function requirements and what if scenarios.
Act as a key focal point in support to the CFO division branches on hiring processes external LFT CST. This role includes providing guidance analysis reviewing assessment methodologies and linking with HR on processes.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: A university degree in human resources social sciences law or economics or a related field with additional years of related work experience or training/courses is required.
Experience in human resources or related fields is an asset.
Experience:
Proven consulting expertise and track record working with over 3 years in UN Common System or other international organizations or multinational companies.
Demonstrate experience in project management and working with learning experts.
Experience in learning workforce development and capacity development. Experience in web-content design is desirable.
A background on the linkages between policy issues and operations is desirable.
Knowledge & Skills:
Good communication skills and proven ability to work in collaborative settings and/or partnership building and managing.
Good interpersonal skills and ability to work in multicultural environments that involve many stakeholders.
Ability to work independently and meet deadlines with minimal supervision.
Ability to juggle multiple projects and integrate diverse information.
