Job Overview:

The Ohio Department of Medicaid (ODM) is seeking an experienced healthcare professional to be part of ODMs Home and Community-Based Services (HCBS) Policy Team. The HCBS Policy Team is responsible for policy development and oversight of a variety of state-wide programs aimed at supporting the needs of individuals located throughout their community. Programs include 1915(c) waiver programs operated by ODM (Ohio Home Care) the Department of Aging (Assisted Living and PASSPORT) and the Department of Developmental Disabilities (Individual Options Level 1 and SELF). As the Ohio Home Care (OHC) Waiver Policy and Contract Manager your responsibilities will include:

  • working with ODM staff members on developing program request for proposal participating in the procurement process and the implementation of the contract and contract amendment activities

  • directing purchase orders and invoice payment processing

  • managing contractor compliance with contract requirements

  • collaborating with internal ODM Teams (e.g. Care Management Provider Oversight) with OHC program responsibilities

  • overseeing contract and OHC waiver program policy technical assistance

  • directing the coordination of contractors case access to ODM managed systems

  • overseeing and ensuring OHC program and policy requirements are in alignment with OHC waiver application approved by CMS

  • interpreting OHC policy and providing guidance to internal and external stakeholders

Compensation is as listed on the posting unless required by legislation or union contract.

This position is overtime exempt.

Travel required as needed. Must provide own transportation. Or in order to operate a state vehicle you must have a valid drivers license from state of residence.

Completion of graduate core program in business management or public administration public health health administration social or behavioral science or public finance; 12 mos. exp. in the delivery of a health services program or health services project management (e.g. health care data analysis health services contract management health care market & financial expertise; health services program communication; health services budget development HMO & hospital rate development health services eligibility health services data base analysis).

-Or 12 months experience has Medicaid Health Systems Specialist 65293. Note: education & experience is to be commensurate with approved position description on file.

-Or equivalent of Minimum Class Qualifications for Employment.
