We currently have an opening for a Data Literacy Lead.


This position may be eligible for hybrid remote work in accordance with state policy and the agencys remote work program but does require weekly onsite work.

The position is designated Statutory Exempt and is exempt from the State Human Resources Act.


The Enterprise Data Office (EDO) for NC Department of Information Technology (NCDIT) is seeking a highly motivatedData Literacy Leadto drive enterprise-wide efforts to enhance data literacy and foster a data-driven culture across North Carolina State Government via coordination with the Enterprise Data Coordinating Council (EDCC). The position will work collaboratively with EDO leadership EDCC members and data governance IT HR and learning & development teams to integrate data literacy efforts into broader organizational initiatives.

Additional duties include but are not limited to:
  • Develop and implement a comprehensive data literacy and communication strategy aligned with the states data governance and AI priorities
  • Define data literacy competencies and create tailored learning pathways for employees at different skill levels and roles through partnership with the Office of State Human Resources (OSHR)
  • Identify and implement best practices/KPIs to measure and track improvements in data literacy across the organization
  • Design and deliver training programs workshops and learning modules to improve employees ability to understand and use data effectively
  • Identify data literacy gaps across agencies and use insights to refine training curricula and inform ongoing enterprise data strategies
  • Facilitate data literacy communities of practice and peer learning networks across agencies
  • Engage agency leadership and business units to foster data-driven mindsets and encourage the use of data in policy development operations and service delivery via active participation on the Enterprise Data Coordinating Council

To qualify for this position applicants must document on the application that they possess ALL of the following:

The following Management Preferences are not required but applicants that possess these skills are preferred:
  • Certifications in data concepts data governance data ethics or related areas
  • Public sector data experience
  • Background supporting statewide or enterprise-level data communication strategies

This position will have access to data within the Division of Criminal Information Network (DCIN); and as such NC Administrative Code 14B NCAC 18A.0401 mandates that prior to receiving and/or maintaining certification as a DCIN user applicants:

1) Shall be a citizen of the United States
2) Shall be at least 18 years of age
3) Shall agree to a fingerprint-based background search.

Minimum Education and Experience Requirements

Bachelors degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of assignment; or an equivalent combination of training and experience.

HYBRID/FLEXIBLE WORK SCHEDULES:

If you do not currently reside within a reasonable commuting distance of the assigned duty station new hires are granted up to 120 days from their start date to relocate.
