About the NC Department of Health and Human Services (DHHS):
The North Carolina Department of Health and Human Services (DHHS) is one of the largest most complex agencies in the state and has approximately 17000 employees. It is responsible for ensuring the health safety and well-being of all North Carolinians providing human service needs for special populations including individuals who are deaf blind developmentally disabled and mentally ill and helping poor North Carolinians achieve economic independence.
About the Early Intervention Branch:
The North Carolina Early Intervention Section (NCEIS) is a part of the N.C. Division of Child and Family Well-Being. It is the lead agency for the N.C. Infant-Toddler Program (ITP). The Infant-Toddler Program provides supports and services for families and their children birth to three who have special needs. Research shows that this time period is critical. It offers a window of opportunity to make a positive difference in how a child develops and learns. Childrens Developmental Services Agencies (CDSAs) across North Carolina work with local service providers to help families help their children succeed.
Listed below are the knowledge skills and abilities (KSAs) associated with the position. These KSAs along with the minimum education and experience listed are required in order to be deemed eligible for the position therefore you must provide supporting information within the body of your application to demonstrate your possession of each KSA listed.
Qualified applicants must possess and application must clearly reflect work experience that demonstrates the following:
Demonstrated experience leading or managing service delivery systems for children with developmental disabilities or delays.
Experience with the development or oversight of budgets in a programmatic or similarly related environment.
Proven experience in managing or supervising teams in clinical or service-based settings.
Experience interpreting and applying federal and state regulations related to regulations related to special education early intervention or similar programs such as IDEA Part C HIPAA and FERPA.
Experience contributing to system-level planning or quality improvement initiatives within early childhood or developmental disability programs.
Familiarity with national early intervention frameworks such as the DEC Recommended Practices and Key Principles for Early Intervention.
Prior leadership in environments requiring coordination across health education or social service sectors.
Experience navigating transitions between early intervention services and school-based programs under IDEA Part B.

Qualified applicants must possess and application must clearly reflect work experience that demonstrates the following:
Bachelors degree from an appropriately accredited institution and three (3) years of program experience related to the area of assignment including one year of supervisory program experience
OR
An equivalent combination of training and experience
