As the subject matter expert in this high-profile position you will be at the forefront of managing and executing offset and industrial participation obligations that shape the future of our cutting-edge technologies.
You will be the Global ISR Sensors & Software business unit subject matter expert will be responsible for managing executing and monitoring all offset matters related to the product line obligations.
As a Strategic Leader you will lead and manage all offset and industrial participation obligations for the Global ISR Sensors & Software business unit ensuring compliance and successful execution of obligations exceeding $100M.

What You Will Do
Lead offset policy research interpretation and advisory efforts to support business and program teams in proposal preparation. Serve as the country offset knowledge expert providing crucial guidance to drive informed business decisions.
Craft comprehensive offset basis of estimates for Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) proposals. Ensure the necessary implementation budgets for the successful fulfillment of obligations.
Develop and maintain strong relationships with various offset authorities ensuring smooth communication and collaboration.
Design negotiate and implement direct and indirect offset project solutions leveraging internal functional resources to achieve successful outcomes.
Engage with Contracts Legal and Export Compliance teams to perform thorough partner due diligence and secure essential agreements such as NDAs MOAs and LOAs.
Collaborate with Export Compliance to ensure all necessary licensing including TAAs and MLAs are obtained and maintained.
Work with Corporate Treasury to manage and deliver required bank guarantees ensuring financial stability for offset commitments.
Provide essential offset support during program execution phases preparing documentation for program management reviews (PMRs) and various levels of EACs.
Oversee periodic reporting to the Raytheon Offset Team contributing to corporate metrics and USG reports.
Recruit and retain direct reports as needed to execute approved programs. Manage dotted line or matrix reports to perform required functions effectively.
Contribute to intercompany collaboration efforts with the Raytheon corporate offset team Collins Aerospace Offset team and Pratt & Whitney offset team.
Oversee the capture efforts of multiple third-party projects ensuring successful participation as technology providers.
Maintain relationships with offset service providers utilizing their expertise via retainer or offset commission for project participation.
Provide local offset education and training to internal program and functional teams.
Periodically support and attend Global Industrial Cooperation Association (GICA) and Defense Industry Offset Association (DIOA) conferences to network with US and international offset professionals and authorities.
Anticipate travel up to 20-30% to support global offset initiatives.
Qualifications You Must Have
Executing and monitoring all offset matters related to the product line obligations to ensure compliance and achieve performance targets.
Must have a demonstrated track record of creating and implementing forward-thinking offset strategies that meet and exceed contractual obligations
Typically requires: A University Degree or equivalent experience and minimum 10 years prior relevant experience or An Advanced Degree in a related field and minimum 7 years experience.
U.S. citizenship is required as only U.S. citizens are authorized to access the financial management system due to government contractual requirements.
