Job Summary: This position reports to the Communication Manager & Public Information Officer and fulfills a dual role supporting/guiding the communication outreach engagement and dissemination needs of the public works transportation and ongoing development projects.

As the liaison to the citys public works transportation and development departments this position coordinates department communication public information and outreach efforts through interaction with citizens and the news media social media publication production special events and public information programs and initiatives.

This position creates long- and short-term communication plans making effective decisions when presented with multiple options for progressing with citywide projects.

Experience Knowledge Skills:

Minimum Requirements

  • Bachelors degree gained through a four-year college/university academic program or specialized technical training of equivalent length in the field of Communication and Engagement or a related field

  • Five (5) years of progressively responsible professional experience involving 21st-century communication practices (i.e. marketing communications media relations public engagement brand management or related fields).

OR

  • Any combination of related education experience certifications and licenses that will result in a candidate successfully performing the essential functions of the job

AND

  • Possession of a valid drivers license

Preferred

  • Experience with Microsoft Office 365 Microsoft Teams as well as media monitoring software such as Meltwater or Cision.

  • Bilingual in English and Spanish.

Knowledge Skills and Abilities

  • Familiarity of municipal Public Works and Transportation project principles and practices.

  • Knowledge of current social media applications and online platforms for communication and engagement.

  • Skills in media relations including writing press releases pitching stories and coordinating interviews.

  • Understand and apply effective communication and public relations strategies aligned with industry standards.

  • Demonstrate the ability to work independently make proactive decisions and assess both immediate needs and long-term impacts.

  • Think strategically connecting broad organizational goals to specific messages and communicate complex technical or sensitive topics clearly and effectively.

  • Create and edit high-quality professional content using AP style and grammar with an emphasis on accessibility and clarity.

  • Conduct thorough research to deepen understanding of departmental objectives emerging trends and broader City development goals.

  • Practice active listening and seek clarity to ensure communications are relevant and well-informed.

  • Set clear communication strategies while building strong collaborative relationships across departments and stakeholder groups.

  • Engage comfortably in public settings including meetings and outreach events to represent the department and communicate effectively with diverse audiences.

  • Remain agile and responsive to evolving communication priorities demonstrating flexibility and sound judgment in a dynamic environment.

Essential Functions:

  • Develop citywide strategic communication plans that support the IAP2 (International Association of Public Participation) model of public participation.

  • Collaborate with advise and provide recommendations and communication support to facilitate the planning execution and resources (including team members and applicable budgets) needed to support public infrastructure and transportation projects conduct reporting and analysis on project outcomes and coordinate stakeholder involvement.

  • Lead and manage large cross-functional and cross-departmental projects overseeing resources personnel and timelines to ensure successful project completion

  • Facilitate regular updates for the team and decide on suitable strategies to make recommendations to ensure efficient and effective communications.

  • Implement project management principles and systems to enhance efficiencies across teams.

  • Strategic Communication & Engagement Operational Support.

  • Work with the digital team to create messaging to build proactive communications community outreach and engagement across social media channels and GTV8 as well as create ongoing educational campaigns related to the work of the Public Works and Transportation departments.

  • Work collaboratively with various department staff to support and/or perform face-to-face outreach at special event booths and community forums.

  • Coordinate and gather materials for meetings and public events that may include displays and signage.

  • Manage project processes including printing needs ordering promotional items and collaborating with graphic design and video teams in the production of materials.

  • Assist with photography or videography projects related to communication projects as needed.

  • Resolves conflicts to ensure a productive environment and adjusts schedules and targets on projects as needs and priorities change.

  • Copywriting and Editing.

  • Write and edit news releases advertising/promotional copy annual technical and program reports e-newsletters blog posts social media content video scripts website updates presentations and handout materials.

  • Edit/revise written materials created by city officials and staff.

  • Performs other duties as assigned.

  • Primarily based in a standard office environment which involves working at a desk or workstation for extended periods.

  • The noise level is generally low to moderate consistent with a typical office setting.
